Citizen’s personal number: when the application starts, where it will be required


It is expected that in the near future a new tool will be introduced in the lives of citizens that will make it easier for them to interact with the government, and this is nothing more than a citizen’s personal number. According to exclusive information, the authorities’ goal is to make this figure mandatory, but when this will happen has not yet been decided.

It is reported that it has not yet been clarified how the personal number will be used and how it will be issued to citizens. The only thing that is certain is that it will be implemented within the next two months. However, the number in question will not cancel the TIN (AFM), which is held by approximately 9,000,000 taxpayers because The TIN will be the main element of the personal number.

This project was prepared by the Ministry of Digital Governance and the General Secretariat of Information Systems, and is aimed at changing the relationship of citizens with the tax office, EFKA, security, and transactions.

According to the Secretary General, Mr. Dimosthenis Anagnostopoulos, “The personal number will help both to better serve citizens and ensure the security of transactions, and to minimize the citizen data that every government agency must store for maintenance.”

What numbers make up a personal number
The personal number is the only one that a citizen will need to provide to carry out transactions with the state. In other words, we will not need to remember our AFM number, AMKA etc. so that we can be served.

From now on, each family member will have his own number, consisting of 9 nine digits of the AFM plus three more digits, two of which the citizen can choose independently. These three new digits will most likely precede the AFM number. This way, the citizen will be able to choose his number, making it more “personal”.

The personal number will be used in physical and electronic transactions between the citizen and the state.

When a citizen visits any public service, for example, the tax office, EFKA, regions or municipalities, he can report only this number, without reporting others previously required.

On the other hand, nothing changes in electronic transactions via gov.gr. This means that citizens will continue to use Taxisnet user codes for gov.gr or web banking codes where provided. In the case of transactions between citizens and the private sector, the personal number does not yet bring any changes.

AMKA, AFM, ID and passport
However, what will happen to the remaining numbers, such as AMKA, AFM number, identification number, passport number? Nothing changes there, i.e. they are not cancelled, but no one will need to remember them anymore.

An additional advantage when entering a personal number is that the citizen will receive a single image in individual state registers, since there may still be differences between individual elements. For example, the name Konstantinos, Kostas, Dinos, which can refer to the same person but are spelled differently.

Cancel certificates
At the same time, the government is considering the possibility of canceling the certificates that citizens still present today. Such evidence is a birth certificate and a certificate of marital status. To date, significant efforts have already been made to transfer the above data from one entity to another through interoperability, but it appears that some entities still continue to request relevant certificates. It is expected that this the measure will be implemented from March. At the next stage, even more certificates are expected to be eliminated.

AFM of newborns
Regarding the widely publicized issuance of AFM to newly born children, according to information, in the second quarter of this year, the Independent State Tax Service will determine, according to the AMKA register, infants who were born and will send them the tax registration number as soon as the child turns one, without parental involvement. Parents will be informed about the specific procedure through an email notification to the email address they have registered on the myAADE digital portal.

In addition, the AFM data of a minor will now be displayed as “associated AFM” (“Σχετιζόμενος ΑΦΜ“) in terms of the child’s relationship to the parent.
