Acceptance of applications for the “Εξοικονομώ” program has been extended until November 15


The Ministry of Environment and Energy announced a two-month extension of the possibility of submitting an application for inclusion in the program: “Εξοικονομώ 2023” και “Εξοικονομώ – Ανακαινίζω για νέους”.

Applications for subsidies from the Εξοικονομώ (energy-saving housing improvement) program are submitted only online. The new application deadline for potential beneficiaries is November 15, 2023 (from September 15, 2023, the previous deadline).

The application can be submitted on the official website https://exoikonomo2023.gov.gr And https://exoikonomoneon.gov.gr. It is noted that at the application stage it is not necessary to present a “physical” folder with supporting documents. The latter are attached by the candidate electronically.

As Athens News previously wrote, four programs are being implemented in Greece, with a total budget of almost 800 million euros, to modernize energy and housing, as well as update equipment.

These are the programsΕξοικονομώ 2023“, “Εξοικονομώ – Ανακαινίζω” για νέους, “Ανακυκλώνω – Αλλάζω Θερμοσίφωνα” And “Φωτοβολταϊκά στη Στέγη”, which have already aroused significant interest among beneficiaries who have applied to participate.

1. Subsidized program “Εξοικονομώ 2023” has a budget of 300 million euros, of which 60 million is allocated exclusively to vulnerable households, with the aim of combating energy poverty. This is the first home energy retrofit program established by the state and announced in various versions since 2009. The application platform (https://exoikonomo2023.gov.gr) will open on June 12 and will accept applications until September 15.

Subsidized housing upgrades include:

  • Replacing frames.
  • Installation/improvement of thermal insulation.
  • Heating/cooling system upgrades.
  • Hot water supply system (DHW) using renewable energy sources (RES).
  • Other energy saving measures (installation of an intelligent smart home control system, electronic electrical load management systems, smart heating/cooling control systems, and remote control and monitoring systems).

Financial assistance varies from 40 to 75%, depending on the income of the person concerned.

2. The program has already been announced “Εξοικονομώ-Ανακαινίζω για Νέους”, online platform of the program (https://exoikonomoneon.gov.gr) will be open until September 15. The program enables 20,000 young people aged 18 to 39 to improve energy efficiency and renovate their homes.

This program is divided into two subsections:

A) “Εξοικονομώ” with a budget of 200 million euros, of which 40 million euros are allocated exclusively to vulnerable households, concerns energy saving measures such as window replacement, insulation, heating-cooling systems, hot water systems and smart homes. The acceptable budget for an application in the “Εξοικονομώ” section reaches 22,500 euros. The program covers from 45% to 90% of the cost of energy interventions, and the remaining amount can be covered through an interest-free loan.

b) “Ανακαινίζω” has a budget of 100 million euros and includes renovation works such as updating bathrooms and kitchens, replacing the front door, replacing and repairing electrical and plumbing installations and floors. The assistance (real budget) is up to 10,000 euros. The program covers up to 30% of the amount of repair work (i.e. up to 3,000 euros), and the remaining amount can be covered by a loan taken at a low interest rate (up to 7,000 euros). The main condition for inclusion in the subsection “Ανακαινίζω” is mandatory inclusion first to the subsection “Εξοικονομώ”.

3. Program “Ανακυκλώνω – Αλλάζω Θερμοσίφωνα”

Electronic platform of the program “Ανακυκλώνω – Αλλάζω Θερμοσίφωνα” (https://allazothermosifona.gov.gr/) opened on May 11 and will be open until June 20. The program is expected to provide subsidies to 120,000 Greek households to replace energy-intensive electric water heaters with new, state-of-the-art solar water heaters. The benefit for them and the environment will be a reduction of at least 200 thousand tons of CO2 per year. It is also estimated that electricity consumption for hot water use should be reduced by approximately 65%.

To receive a subsidy for the purchase of a new solar water heater, you must “retire” (trade in) your old water heaters, which must be in working order. Criteria: The income limit per family member is €30,000 per year and the subsidy is up to 60% of the purchase price of a new solar water heater. Setup costs are also included in the maximum grant amount for beneficiaries.

4. Program “Φωτοβολταϊκά στη Στέγη”

The program opened on May 2 and the application platform (https://pvstegi.gov.gr) will remain open until June 30, 2024 or until available resources are used. The main condition for submitting an application is that the applicant has already concluded a connection agreement with ΔΕΔΔΗΕ, but the photovoltaic plant has not yet been connected.

In addition, households must install batteries, and farmers are given the option to install a photovoltaic plant with or without a battery. The PV subsidy starts at 45% and goes up to 75% for households, 40–60% for farmers. However, the total subsidy for a solar panel system can reach 16,000 euros for households and 10,000 euros for farmers. The total budget of the program is 238 million euros from the Fund for Recovery and Stability.
