The status of the acquisition of the insurance identification number of the AMKA citizen has been updated in accordance with article 74 of the draft law of the Insurance Reform for the New Generation (νόμου Ασφαλιστική Μεταρρύθμιση για τη νέα γενιά).

In particular, Article 74 clearly defines the beneficiaries to whom the AMKA is granted and the conditions for activation. The provisions of the law also provide for the deactivation of numbers for citizens who lose the right to legally stay in the country.

AMKA is the mandatory employment and insurance identification number of all individuals who are part of the country’s social security system. The beneficiaries of the AMKA are Greek citizens, citizens of EU member states and third country nationals who legally reside in Greece and have access to the labor market.

The beneficiaries are also minor children of these categories, as long as they remain in the country legally. AMKA is activated (issued to every citizen) upon confirmation of legal residence in the country and deactivated in case of death.

Earlier, the authorities adopted a law that AMKA will be assigned to newborns right in the hospital, as has been practiced for decades in some European countries. Let us recall that in May of this year, the issuance of a temporary AMCA for vaccination was started in Greece. A joint ministerial decision to define a more specific category of persons to whom a provisional AMKA number (Π.Α.Μ.Κ.Α.) May be issued has been published in the Government Gazette. The decision to determine a more specific category of beneficiaries for the issuance of an interim AMKA is published in the Official Gazette, which also describes the process and technical details of its rendering and transition.

In accordance with the Joint Ministerial Decision 2981/2021, published in the Official Gazette, the conditions and procedure for assigning a temporary social security registration number (Π.Α.Μ.Κ.Α.) to specific groups are described for:

planning vaccination against coronavirus COVID-19, issuing a vaccination certificate in accordance with Articles 55 and 57 of Law 4764/2020 (A ‘256), receiving self-diagnosis tests to combat COVID-19 disease (self-testing) in accordance with Article 2 of Law 4790 / 2021 (A ’48), registration of the result of a self-diagnosis test for coronavirus (self-test) and issuance of a test result report in accordance with Article 27 of Law 4792/2021 (A ’54).

Who can get a temporary AMKA number:

asylum seekers and third-country nationals holding an asylum application, as well as unaccompanied minors, third-country nationals or stateless persons who have an identity document issued by a Greek public authority, third-country nationals held in pre-trial detention centers Imprisonment for foreigners (Pre-KEKA) or other police services under the Return Directive 2008/115 / EC for whom deportation or return decisions have been made, regardless of whether they were applied for international protection or not. imprisoned Greek citizens or foreigners in prisons or detention centers. Providing Π.Α.Μ.Κ.Α. in the cases above, it is done if they do not have a social security registration number (Α.Μ.Κ.Α.) or a temporary foreigner’s insurance and health care number (Π.Α.Α. Υ.Π.Α.).

The preceding paragraphs also apply to parents or specific categories of individuals who have custody of a minor child who does not have an AMKA or Π.Α.Α.Υ.Π.Α.

HOW IMPORTANT IS IT?
AMCA has become necessary since July 2009.
Together with AMKA and 13 new social insurance carriers, the foundations of a unified structure of the insurance system are being introduced, which will improve and strengthen the insurance reform.
Thus, the state is trying to simplify the provision of services in the main areas related to the daily life of citizens:
• in the field of medical and pharmaceutical services;
• in the field of insurance of a working citizen (including ensuring the observance of his rights and combating non-payment of insurance premiums);
• in the pension sphere (the time for issuing and assigning a pension is reduced).
WHAT DOCUMENTS ARE NECESSARY TO OBTAIN AMKA?
For Greek citizens:
– police ID or Greek military ID;
– for minors under 12 years old who do not have a police identity card, it is necessary to provide a certificate of marital status by a parent or legal representative;
Registration of alphabetic data (name, surname, etc.) occurs automatically, according to the ELOT 743 form. If the registrant wants to make a special recording of alphabetic data in Latin letters, he must provide an identity card or passport in which the desired Latin spelling exists.
For foreign citizens:
In the case of registration with the help of an intermediary, in addition to the specified documents, it is also necessary to provide an identity card or passport of the representative, as well as a responsible statement that he really represents the interests of the registrant.
Attention! The submitted documents must be either in the original or in certified copies (they are required only for demonstration to the officer conducting the registration).
