KYSEA in Ukraine: Violation of international law. Greek diaspora evacuation plan

The Greek Government National Security Council (ΚΥΣΕΑ) held a meeting on February 22 in the morning, chaired by Prime Minister Kyriakos Mitsotakis, with the participation of Environment and Energy Minister Kostas Skrekas.

According to the Greek media, the meeting analyzed the situation after the events of February 21, when it became known that Russia recognized LDNR.

“Greece is in full coordination with its partners in EU and NATO allies regarding the current situation, which is a violation of the territorial integrity of Ukraine and the fundamental principles of international law,” the Greek government spokesman said in a statement.

“As regards the Greek citizens and our expatriates in Ukraine, the Greek authorities in Kiev and Mariupol are on standby to provide any necessary assistance,” Megaros Maximos emphasizes in his statement (Μέγαρο Μαξίμου).

The issues of natural gas supplies from Russia were also considered. In particular, it is reported that “all possible scenarios have been considered and all necessary measures have been taken to continue the uninterrupted supply of the country,” the materials announced at the briefing say.

The government is considering all possible scenarios aimed at ensuring gas supplies to Greece. “In our country, between 40% and about 45% of annual energy needs are covered by Russia, and the baseline scenario predicts that there will be no impact on the reliability of supply. In addition, gas is supplied to Greece through the Turkish Stream pipeline, and not through Ukraine, ( which means Greece has nothing to worry about.

It is not possible to completely cut off gas supplies from Russia. However, this does not mean that an alternative plan is not ready yet. It is reported that the United States kindly offered to supply a certain amount of LNG, however, already at a new price.

Delivery delays in the event of an interruption can also be filled by other energy sources (such as TAP). At the same time, alternative scenarios have been worked out, such as the conversion of natural gas installations to oil (it is estimated that this is possible for six of the fourteen Greek gas-fired power plants).

The government and market participants are also looking for alternative energy sources in other countries (for example, in Egypt).

In conclusion, it is concluded that Greece will not face a supply security blow if tensions escalate, provided that LPG receiving terminals are on high alert and the gaps are filled by other energy sources such as TAP.

However, the duration of the crisis is a decisive parameter, since, according to market participants, a possible war will increase the price of natural gas and limit the physical and economic resilience of each country to cover the shortage of supplies.

The participants of the meeting stressed that in the event of a shutdown of gas supply through pipelines passing through Ukraine, there will be a surge in prices at the international level, with all the ensuing consequences for a number of goods. Many analysts believe that such a development of events will lead to the fact that gas prices will “break through” even the December high prices.
