EU Commission warns Greece and Cyprus against fraud

The European Commission has taken action against Greece and Cyprus for failing to properly implement rules aimed at combating budget fraud EU.

In a statement published on Wednesday as part of the EU's April package of decisions on infringements, the Commission announced its decision to issue reasoned opinions to both countries, citing their failure to transpose into national law the Union's Protection of Interests Financial (PIF) Directive on combating fraud in EU budget.

These rules, set out in the PIF, aim to standardize definitions, sanctions and statutes of limitations for criminal offenses affecting EU financial interests.

The Commission's decision comes after the first notifications were sent to Greece in December 2021 and Cyprus in February 2022.

Greece has been accused of inadequately defining the concepts of “passive corruption” and “public official”, while Cyprus has been accused of not fully translating the definitions and responsibilities of legal entities, as well as jurisdiction over money laundering offences.

Both countries are given two months to correct the identified deficiencies, otherwise the Commission may refer the matter to the Court of Justice of the European Union.
