Ukrainian men will not be able to get a passport abroad, but there are exceptions

Ukrainians liable for military service from 18 to 60 years old will now be able to obtain passports only on the territory of Ukraine. However, there are exceptions to the new law.

On April 23, 2024, the Cabinet of Ministers of Ukraine adopted a resolution according to which Ukrainian men of military age will no longer be able to get a passport and an internal passport outside your country. The document has been made public Online Cabinet of Ministers.

According to the innovations, as our publication reported, obtaining a passport of a citizen of Ukraine and a passport for traveling abroad for males aged 18 to 60 years carried out in the territorial body/territorial division of the State Customs Service. At the same time, the forwarding of such passports to a separate unit or foreign diplomatic institution of Ukraine for issuance has been cancelled.

But there are exceptions to the new rule. Passports will continue to be issued to a number of citizens who meet the criteria specified by law:

• disabled people who have documents confirming their status,
• persons who traveled as accompanying their wife with a disability or parents, their own or their wife, with a disability of 1-2 groups,
• caring for disabled people of group 1 or 2,
• parents, adoptive parents or guardians of children with disabilities under 18 years of age,
• parents of adults with disabilities of 1-2 groups,
• grandfathers, brothers, stepfathers of children with disabilities,
• guardians of disabled people from among first-degree relatives,
• persons who have children with diseases requiring medical intervention abroad.

The resolution provides that in the event of a state of emergency or martial law being introduced on the territory of Ukraine, the ban on obtaining a Ukrainian passport or international passport does not apply to persons who, during their travel, accompanied children with a number of diseases, including:

• severe perinatal lesions of the nervous system,
• severe congenital malformations,
• rare orphan diseases,
• oncological,
• oncohematological diseases,
• cerebral palsy,
• severe mental disorders,
• diabetes mellitus type I (insulin dependent),
• acute or chronic kidney disease of IV degree,
• severe injury
• the need for an organ transplant,
• the need for palliative care.
