Ukraine adopted a law on the mobilization of prisoners


Some categories of prisoners who have committed light or moderate offenses will be able to receive parole (by court decision) and voluntarily mobilize – this law was adopted yesterday, May 8, by the Verkhovna Rada of Ukraine.

Only those prisoners who have no more than three years left to serve their sentence will receive this right. One of its initiators, the head of the Servant of the People party, chairman of the Verkhovna Rada Committee on the organization of state power, local self-government, regional development and urban planning, Elena Shulyak, spoke about the nuances of the new law, who noted:

“Prisoners who remain in prison for more than three years, and especially those sentenced to life, will be rejected immediately, without the right to review.”

According to her, such prisoners will serve in special units, and unit commanders will supervise them. The law provides that the contracts of such military personnel terminate upon completion of a special period of military service or upon announcement of demobilization. These military personnel are not granted leave.

If a mobilized prisoner commits a new crime while serving, then the unserved part of the sentence under the previous sentence will be added to the new punishment.

Those who are imprisoned for the following crimes will not be able to mobilize to the Armed Forces of Ukraine from places of detention:

  • against the foundations of Ukraine's national security;
  • premeditated murder of two or more persons or combined with rape;
  • sexual violence;
  • pedophilia, if such convictions are not expunged or removed in accordance with the procedure established by law.
  • encroachment on the lives of law enforcement officers;
  • particularly serious acts of corruption;
  • and those who occupied a particularly responsible position, regardless of the article of crime (ministers, deputies, their deputies and assistants, etc.).

Persons convicted of illegal production, acquisition, distribution or possession of drugs will also not be allowed to serve in the Armed Forces of Ukraine.

Edition “UP” quotes Chairman of the Servant of the People parliamentary faction David Arakhamia, who noted that the new law may affect 15-20 thousand prisoners, but exactly how many will agree to be mobilized is unknown: “It will be approximately several thousand people.”
