99% of Ukrainians who left the country in 2023 have already returned

The monitoring company Opendatabot reported that 99% of Ukrainians who left the country last year returned home.

Over the 11 months of last year, more than 32 million border crossings were recorded in Ukraine. The difference between the number of people leaving and entering is less than 1%, which is 142 thousand people. That is, 99% of Ukrainians who left the country in 2023 have already returned to Ukraine. The message says:

“For comparison: this is 15 times less than in the first year of a full-scale war. Thus, in 2022, the difference between those who left Ukraine and those who returned was 2.2 million. If at the beginning of the year Ukrainians left more often than they returned, then since July this “The trend has changed. The peak of returns in 2023 occurred in April (plus 114 thousand citizens) and in August (plus 144 thousand citizens of Ukraine).”

Earlier, the State Border Service of Ukraine reported that the number of men aged 18-60 years old, of military age, returning to Ukraine is growing. An analysis of the first weeks of December shows that Ukrainian men crossed the border more often to enter the country than to leave. The press secretary of the State Border Guard Service of Ukraine, Colonel Andrey Demchenko, reported this to the UP publication:

“We note that the number of border crossings by male Ukrainian citizens aged 18-60 is not increasing. In addition, this category of persons is generally prohibited from leaving Ukraine for the duration of martial law, and only those who are not subject to the law are allowed to leave the country. restrictions in accordance with the rules of border crossing approved by government decree. At the same time, border guards daily refuse to cross the border to exit about 100 persons who do not fall under the category of the pass and do not comply with the crossing conditions. Men 18-60 years old more often crossed the border to enter Ukraine ” than to leave. It is a mistake to think that men are only trying to leave Ukraine.”

The speaker of the State Tax Service also explained that the vast majority of men, approximately 45-50%, are drivers of vehicles engaged in international transportation of goods and passengers, and are included in the “Put” system.

Approximately 15-17% each are people with disabilities and parents of many children who have the right to cross the border and are not subject to conscription during mobilization. About 7% are persons declared unfit for military service, about 3% are drivers crossing the border to transport humanitarian goods for the needs of military formations and the population of Ukraine.

A small percentage accounts for those who are allowed to cross the border to accompany persons with disabilities, those who are going on a business trip, those booked with government authorities, raising a child with a disability or independently raising a child under the age of 18, and some other categories.

The day before, a representative of the State Tax Service reported that about 6,000 men of military age leave Ukraine per day along the entire section of the western border, but this does not mean that they are evading, writes publication “Correspondent”.
