Kyiv does not plan to forcibly return men of military age from abroad, Olga Stefanishina, Deputy Prime Minister for European Integration of Ukraine, assured in an interview with DW on April 30.
Thus she answered the question publications on the purpose of terminating the provision of consular services at diplomatic missions of Ukraine:
“There will be no restrictions or forced return of Ukrainian citizens of any gender or age to a country that is at war.”
She noted that “there are no pleasant solutions in matters of war,” urging people not to forget: “The war continues, and we must win it.” According to the Deputy Prime Minister, providing personal data to the TCC, in accordance with the new law on mobilization, does not automatically lead to being sent to the front – an understanding of the “mobilization potential” is necessary:
“We need to understand to what extent we can replace guys at the front.”

On April 24, the Ukrainian government announced new rules: passports for men of military age can only be issued within Ukraine, and not at foreign diplomatic institutions. The government claims that only those men who have updated their data in the TCC will subsequently have access to consular services. But now this can only be done in person: the electronic account of the person liable for military service, through which one could update one’s data remotely, does not yet work.
On May 1, Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformations and Digitalization Ekaterina Chernorenko reported on the air of Radio Liberty that the electronic account of a person liable for military service will start working on May 18:
“On May 18, the Ministry of Defense launches, as defined by the current law, an electronic account of those liable for military service… Now this application is literally being created, and we are receiving all the necessary documents so that it is available to all our citizens.”
According to her, in order to update the data in the e-office, you will need to download the mobile application, log in and fill out the necessary “fields”, indicating: telephone number, email and actual residential address in three available formats – in TCC and SP, through TsNAP or through the electronic account of the person liable for military service. Chernogorenko assured that to update the data, it will be enough to use the application without visiting the TCC.
The Ministry of Defense will soon introduce electronic registration for visiting the TCC, says Ekaterina Chernogorenko:
“I think that in the near future we will be able to deploy an electronic queue for visiting TCCs and joint ventures. I think we will do this quite quickly. At least the Ministry of Defense team is already working on this. I think that the already deployed tool will be able to become available in the near future … Next, we will hold consultations on the TCC and the joint venture, and we will be able to organize this.”
