Ukrainians abroad may be seriously limited in their rights if they do not register with the military


Ukrainians abroad who have not registered with the military may lose the right to consular and banking services.

Member of the Verkhovna Rada Defense Committee Vadim Ivchenko warned about this, quotes edition “Country”:

“One of the consequences, for example, may be that consular services will not be provided, that is, if an expired passport, no one will provide a new one. They will not provide consular services in the form of a power of attorney, because many make powers of attorney for courts in Ukraine in order to either sell property , or somehow give it as a gift and the like. The next thing is the bank. The bank will also request a new identification, but this identification must contain this type, directly military registration. This means that even bank cards can be disabled.”

It is expected that after the New Year, in January, a bill with similar provisions may appear. Ukrainian men leaving the country will have to undergo “identification” and receive a military registration certificate indicating whether the person is eligible for mobilization. Men of military age who are abroad will be issued passports (both domestic and foreign) only upon presentation of military registration documents – this provision is contained in the amendments to the law on mobilization.

Defense Minister Rustem Umerov, in turn, noted that all persons liable for military service, in Ukraine or abroad, will receive a summons. Ivchenko speaks about the changes in the law that the bill on the mobilization of men who are abroad will introduce in an interview with Radio Liberty:

“People abroad will, just like Ukrainians in Ukraine, go through the same procedures. That is, they will need to go through identification. If you pass and are on the list of those who are subject to mobilization, you will receive a summons. And then it’s your choice: either you go back, or you stay there, and this will be a violation of the law. Or this is a people’s deputy, or this is an official, or this is any other armored person. If a person is abroad, he must also go through this identification. If he does not pass, this means there will be consequences.”

It is possible that financial institutions will introduce a mandatory military registration requirement for male clients. Including those physically located abroad. If you do not provide military documents, they may even stop servicing your bank card.

Ivchenko claims writes “Country” that in January 2024 this bill will already be presented to the entire Ukrainian parliament for review and submitted for discussion.
