A bill with changes on mobilization is being prepared in Ukraine


People’s Deputy Marianna Bezugla announced on November 20 that a major bill was being prepared in the Verkhovna Rada, which would include changes to military registration, mobilization and military service.

She noted tells publication “Correspondent” that the procedure for granting a deferment from conscription to citizens receiving higher and second higher education will be changed. In addition, there will be changes taking into account the included previous initiatives, the main ones being the following:

  1. Additional leave with pay for a duration of 90 calendar days for military personnel released from captivity (except for those who refused further service and wish to resign).
  2. New responsibilities for those liable for military service: mandatory medical examination and treatment in accordance with the decisions of the Military Command;
    availability of military registration documents, presented at the request of an authorized representative of the TCC and SP.
  3. New grounds for dismissal:
  • at their own request for foreigners and stateless persons;
  • in connection with release from captivity (except for those who voluntarily surrendered);
  • due to early termination of the contract for female cadets;
  • due to the presence of disability of group I or II;
  • in connection with the implementation of organizational measures in intelligence agencies, SBU, and CID.

The right to a deferment from conscription will be granted to teaching staff of vocational education institutions.

The right to military service will be granted to persons with disabilities (at their request), despite the presence of grounds for a deferment from conscription during mobilization.

Marianna Bezugla explains:

“The circle of citizens entitled to deferred care for a person with group I and II disabilities or who needs constant care is being reduced to family members of the first degree of kinship, and the possibility of evading conscription during mobilization is being eliminated by registering fictitious care for persons who they need him.”

The changes will affect the procedure for granting a deferment from conscription to citizens receiving higher and second higher education. The list of persons accepted for military registration is also expanding, these include citizens:

  • who, before acquiring Ukrainian citizenship, completed military service in other states;
  • who were convicted of committing a criminal offense to imprisonment, restriction of freedom, including with release from serving the sentence;
  • who, after graduating from higher education institutions, were awarded military (special) ranks of officers (middle command) or who received military ranks of officers after undergoing military training under the training program for reserve officers.

The bill will coordinate many other pressing issues that relate to mobilization, military registration, and military service:

  • the ban on providing information about the registration of place of residence or stay by conscripts, those liable for military service and reservists when concluding an employment contract is abolished;
  • the responsibilities of local executive authorities and local self-government bodies, enterprises, institutions and organizations for mobilization are clarified, namely to carry out and ensure the notification and arrival of citizens in the TCC and SP;
  • the procedure for the arrival of military personnel and reservists to the TCC and SP during mobilization is specified, in particular, from a joint order of the head of the local state administration (military, military-civil) and the head of the TCC and SP or an order of the head of the TCC and SP;
  • the powers of the Cabinet of Ministers of Ukraine are granted to approve the procedure for organizing the conscription of citizens for military service during mobilization, during the period to replace the internal directive documents of the Armed Forces of Ukraine;
  • the procedure for assigning the military rank of “recruit” is clarified;
  • a separate military registration of those liable for military service and reservists of the intelligence agency of the Ministry of Defense of Ukraine is introduced and this body is given the right to call up for military service to mobilize those liable for military service and reservists who served in the intelligence agency.

On November 9, general mobilization and martial law in Ukraine were extended until February 14, 2024. President Vladimir Zelensky signed the relevant laws. Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny believes that Ukraine should expand mobilization.
