Ombudsman: all orphans returned by Ukraine end up in families


Human Rights Commissioner Dmitry Lubinets claims that all children who do not have parents or whose parents are deprived of parental rights, after returning to Ukraine from the Russian Federation or Europe, end up in families:

“All the children we return, we return exclusively to Ukrainian families. That is, all the children we return from the territory of the Russian Federation, as well as those who will return from the territory of European countries to Ukraine, will return exclusively to family forms of education. And it's already working.”

According to the Ombudsman, there are enough people who want to take a child into the family, so there are no problems with their “arrangement.” However, Ukrainian children cannot yet get into European families. This is due to the fact that the provisions of international humanitarian law prohibit foreigners from adopting children from a country that is at the stage of an international military conflict. Lubinets explains, quotes “UP”:

“Adoption of Ukrainian children, temporary guardianship in relation to Ukrainian children should occur exclusively on the basis of the national legislation of Ukraine and exclusively by citizens of Ukraine.”

Ukraine is now on the path of deinstitutionalization reform, so children living in special institutions should become a thing of history, he says:

“Every Ukrainian child deserves to live in a Ukrainian family.”

Lubinets also stated that the Russian Federation does not provide official lists of deported Ukrainian children. The authorities will learn information about further plans for their relocation thanks to intelligence agencies and concerned Ukrainians from the temporarily occupied territories.
