Ukraine: there will be no conscription, the Minister of Defense signed a decree


The Ministry of Defense of Ukraine is canceling military service; Rustem Umerov signed an order approving the Concept of military personnel policy until 2028.

The concept approved by the Minister of Defense provides for the development of personnel policy in the army over five years – both during war and in peacetime, the press service of the Ministry of Defense reported on Sunday, November 5. The new personnel policy assumes, the document says:

  1. The Armed Forces of Ukraine will switch to contract military service; an alternative to conscript service will be intensive military training for citizens of military age.
  2. A Ukrainian Armed Forces recruiting system will be introduced in Ukraine.
  3. Provides equal opportunities for men and women in the army, consideration of soldiers’ education and professional development.
  4. Improving the electronic system of military registration of citizens.
  5. Functioning of automated and digital HR management processes.
  6. Cooperation between universities of Ukraine, the European Union and NATO countries.
  7. Transparency of the salary and housing system.
  8. Improving psychological support.
  9. Changing relationships between commanders and subordinates.
  10. Creating appropriate conditions for the transition from a military career to civilian life.

That is, in other words, Ukraine is creating a contract army, as follows from the Concept of Military Personnel Policy, writes publication “Correspondent”.

Previously, the Ministry of Defense of Ukraine, as writes the publication “Country” prepared a draft reform of territorial recruitment centers (former military registration and enlistment offices). The authors propose to automate selection and create a recruiting system. The latter implies a web portal with vacancies and civilian recruitment agencies for selection.
