Italy: criminalization of surrogacy

In the Italian Parliament began discussion of a new bill: “the rent of the uterus will be prohibited.”

The proposal caused a storm of protests in Rome against the ban on surrogacy and its criminalization. The bill provides for imprisonment and a fine for people who use the services of surrogate mothers. He proposes that it is a crime to use this service by any Italian, even abroad. People found guilty of trying to have children through surrogate mothers face criminal prosecution.

The Plus Europe party has drafted an alternative bill on surrogacy that does not make it a crime but ensures that women are not subjected to economic exploitation. At the same time, the government bill has strong support among conservative Italians.

Protesters gathered outside the parliament building with placards: “Parents are not criminals.” Debates are ongoing, but a comfortable government majority in parliament should guarantee passage of the law. Grazia DiMaggio, a member of the Brothers of Italy, says: “With this bill, we will finally make it so that the rental of the uterus is prohibited in Italy and the rights of children are protected.
