As the report says: “The fallout from the government’s alleged illegal interception of communications from journalists and opposition politicians, attacks on press freedom and erosion of judicial independence have contributed to the sharpest decline in the rule of law in EU. Concerns are heightened by excessive government involvement in the Predatorgate wiretapping scandal, with reports of threats against members of the independent review panel investigating the case and obstruction of witness testimony.”

At the same time, the report notes that Greece has the worst performance in the EU according to the Global Press Freedom Index and that the use of SLAPP (Strategic Lawsuits Against Public Participation) threats to journalists prevents them from continuing to uncover corruption cases.

The report states that even members National Transparency Authoritycreated in 2019, are selected by the government itself.
