"Gentle mobilization": controversial norms will be excluded from the Ukrainian law on mobilization


Ukraine plans to mobilize in a “relaxing mode” in accordance with a new bill currently under discussion, from which high-profile provisions will be removed.

At least Yulia Tymoshenko, the leader of the Batkivshchyna party, talks about the agreements reached between the Armed Forces of Ukraine and the deputies of the Verkhovna Rada, reports BB.LV. According to her, teachers, scientists, and interns will not be drafted into the army. But they will attract people with military experience, primarily security officials, “and not those who simply did not have time to hide.” A hint that some of the police and other authorities will still have to serve. The finalized law will allow for the rotation and demobilization of military personnel who have spent more than 18 months on the front line. But what is important is that citizens are promised large-scale concessions compared to the first version of the bill, for example:

  • It will not be necessary for all men from 18 to 60 years old to report to military registration and enlistment offices within 20 days from the date of extension of mobilization.
  • There will be no electronic summonses or forced electronic recruiter offices.
  • No one will be included in the registers of debtors and, accordingly, there will be no blocking of property and accounts, huge fines and reduction in rights for late appearance at the TCC.

Some existing norms will remain – scientists and teachers will not be drafted into the army. Undergraduate and postgraduate students successively pursuing education from a lower to a higher level will have a deferment. And:

  1. Entrepreneurs and local authorities will be left alone – they will not need to forcibly drag their employees and residents to military registration and enlistment offices.
  2. No one will confiscate the vehicle.
  3. People with the third group of disabilities, parents of many children and men who care for seriously ill relatives, as well as adoptive parents and guardians will not be drafted.
