KYSEA: Generals retiring after Floros


The resignation of the Commander-in-Chief of the Greek Armed Forces, Konstantinos Floros, took place on the morning of January 12 at 11:00, chaired by Prime Minister Kyriakos Mitsotakis. Together with Floras, most of the leaders of the Greek defense department ended their careers.

As announced by the Government National Security Council (KYSEA), successfully completed career:

  • Lieutenant General Ioannis Tsioplos, who was awarded the title of Honorary Commander of the 1st Army
  • Lieutenant General Anastasios Spanos, who was awarded the title of Honorary Inspector General of the Army.
  • Lieutenant General Georgios Fassoulas, awarded the title of Honorary Chief of the Tactical Air Force.
  • Lieutenant General Georgios Kyriacou was awarded the title of Honorary Chief of the General Staff of the Hellenic Armed Forces.
  • Lieutenant General Dimitris Houpis is the new Chief of the General Staff.

According to the announcements, the new Chief of the General Staff (ΓΕΕΘΑ) is the head of the Special Warfare Command, Lieutenant General Dimitris Houpis, who will succeed Konstantinos Floros after four years of work.

Lieutenant General Dimitris Houpis was born in 1965 in Nea Kerdilia, Serres. In 1983, he entered the Evelpidonus Military School, from which he graduated in 1987 with the rank of interception lieutenant. During his fourth year at Evelpid (1986-1987), he served as a senior sergeant major at the Evelpid Military School.

He studied with honors in all the schools and colleges of his branch of service, two years in STUD (Radio Electrician A) and with honors in the military school. He was trained in specialized schools of weapons and special forces in Greece and in NATO – Germany (long-range patrolling, communications-encryption, planning operations in electronic warfare, human resource management). He is an active parachutist. In 2012, he was selected and trained at the NATO Defense College (SC-121).

During his career, he served in transit, electronic warfare, electronic reconnaissance and special forces units before the rank of senior officer. He served as a Special Parachute Unit (SPA) team leader for three years.

As a staff officer, he served in the headquarters of formations, large formations and the FSA. As a commander, he served for two years in Headquarters Company ICS (Xanthi) as Headquarters Company Commander ELDYK, Headquarters Commander II M/K MP (Edessa) and Unit Commander of the 472nd Surveillance and Reconnaissance Battalion ASDEN (Unmanned Aerial Vehicles). Served for three years on the International Headquarters of the Greek Military Delegation to NATO in Brussels (2006-2009) as Chief of Staff for Alliance Communications Planning in Afghanistan (ISAF), after successful NATO certification as a Practicing Project Manager, Chief of Staff 80 ADTE (Kos) (2013-2014), Chief of Staff for Current Operations (FES/A1) FES (2014-2015), Director of the Staff Office of the First Deputy Chief of Staff FES (Operations-Defense Planning-Training) (2015-2016 .).

In 2016, he was promoted to the rank of senior officer (Brigadier General) and was appointed Director of the FES Officers Directorate (2016-2017), Commander of the 80 ADTE Brigade (Kos) (2017-2018), Deputy Commander of the Evelides Military School (2018-2019) to promotion to the rank of major general. In 2019, he was promoted to the rank of major general and was appointed commander of the Evelides Military School, in 2020, commander of the 95 ADTE (Diagoridon) division, and in 2021, director of Section E (Military Intelligence – Security) of the General Staff of the Hellenic Defense Forces.

On March 09, 2022, he was promoted to the rank of lieutenant general and appointed commander of ASDEN. On January 17, 2023, by decision of KYSEA, he was assigned the duties of Commander of Special Warfare. He was awarded all the required medals, orders and memorial signs, as well as paratrooper wings from 5 NATO countries.

He holds a Doctor of Philosophy degree with honors from the Faculty of Electrical and Computer Engineering of NTUA in the field of information transmission systems. He has postgraduate qualifications in Strategy and Diplomacy, Strategic Planning and Crisis Management and is a graduate of the 7th ES Postgraduate Seminar on Lifelong Learning at the Institute of Lifelong Learning under the auspices of the General Staff. He is a permanent member of the Academy of Strategic Analysis, as well as the author of numerous scientific papers, articles, studies and communications in international journals and conferences on the topics of his doctoral dissertation, cryptography (chaotic cryptography – fractals), cyber warfare strategy and special issues of unmanned systems.

Fluent in English and French at a working level. Married, has three children (a daughter is a clinical nutritionist and 2 special forces sons).
