Geographical distribution of human losses from weather events by prefecture
Of the 580 weather events, 35% caused category 3 severe socio-economic impacts (on a scale of 1 to 3). Category 3 includes incidents that either seriously affected a large part of the country or resulted in loss of life. To understand how the data has changed over the past 24 years, Figure 4 compares the total data for two 12-year periods.

Change over 12 years: Number of weather events with socioeconomic impacts, Category 3 severe impact events, and fatalities due to weather events.

Main conclusions:

1. Total number of weather events with socio-economic consequences. A total of 215 episodes (~18 on average per year) were recorded in the first half of the 12-year period, and 365 episodes (~30 on average per year) in the 2nd half. So in the 2nd half of the 12 year period we had a 70% increase in severe weather events compared to the 1st half of the period.

2. Weather events with serious socio-economic consequences (category 3). In the 1st half of the period there were 84 serious events (average 7 per year), and in the 2nd half there were 121 serious events (average ~10 per year). Thus, in the 2nd half of the period 2000-2023. we had a 44% increase in severe weather events (Category 3) compared to the 1st half of the period.

3. Death of people as a result of weather events. In the 1st half of the 12-year period there were 103 deaths (~9 on average per year), and in the 2nd half there were 182 deaths (~15 on average per year). Thus, we have an increase in mortality from weather events by 77% compared to the 1st half of the period.
