Greece “leads” in the European Union in terms of the share of highly qualified workers. According to Eurostat, the lowest rates are found in Central Greece and the Ionian Islands.
According to the 2022 Labor Force Survey data analyzed at the regional level (NUTS 2), ten of the country’s thirteen regions are in the lowest category for the share of highly skilled workers (category 6), with only Attica (category 4), Thessaly and Central Macedonia ( category 5) have higher rates. In fact, only Attica is close to the European average, while the other regions lag significantly behind, with rates below 30% and in three cases even below 25%.

Highly skilled workers are essential to modern economies as they drive innovation, productivity and growth. Eurostat defines highly skilled workers as persons aged 25-64 employed as managers, professionals, technicians and assistant professionals.

Last year in EU About 80 million highly qualified workers were employed, which is 44.2% of the total number of employed people aged 25-64 years. The geographical distribution of these workers varies significantly at the regional level: in 106 out of 241 regions their share is equal to or higher than the EU average.

In the 53 EU regions, at least one in two workers is highly skilled, with particularly high rates in capital cities and other urban areas. In particular, of the 14 regions with the largest share of highly qualified workers, 12 are capital cities.
In 2022, the highest rates of highly skilled employment were recorded in Stockholm (Sweden, 73.6%), Utrecht (Netherlands, 68.9%), Luxembourg (67.4%) and the Walloon-Brabant region south of Brussels (Belgium, 65 ,8%). This is followed by the capitals of Belgium, France, Lithuania, Hungary, Finland, Germany, Poland, the Netherlands, the Czech Republic, and Denmark with a share of 62.6% to 65.6%.

Rural regions, former industrial regions, and the most remote provinces are among the EU regions with a lower share of highly skilled workers. In 2022, there were 24 regions in the EU where highly skilled workers accounted for less than 29.5% of total employment aged 25-64. These regions are mainly concentrated in the south-eastern part of Europe: 10 in Greece, 6 in Romania and 4 in Bulgaria, 3 sparsely populated regions in the southern half of Spain and Panonska Hrvatska in Croatia.
The lowest percentage of highly qualified employees was recorded in the Greek regions of Sterea Hellas (21.8%) and the Ionian Islands (22.3%), as well as in the Romanian region of Sud Muntia (22.8%).
