Serbia: shooter who killed 8 people will not be held accountable – he is not yet 14 years old

Shots were fired at an elementary school in Belgrade: 13-year-old Vladislav Rybnikar killed 8 schoolchildren and a guard, wounded 6 students and a teacher.

Despite this, he does not face jail time. Under the Juvenile Offenders and Juvenile Protection Act, he was under the age of criminal responsibility. About it informs RTS with reference to information from the Supreme State Prosecutor’s Office in Belgrade.

The teenager’s father was detained for up to 48 hours on suspicion of committing a criminal offense under the article “Serious crimes against general security.”

Authorities say the shooter has been preparing the attack for a long time. On him, they found a drawn plan of the school and a list of the children he wanted to kill. When he was detained, during the search they found two pistols registered to his father. A spokesman for the prosecutor’s office said:

“The father claims he had several weapons and kept them under lock and key. He had several weapons from 2016 and 2017 and that the safe had a code. Obviously the guy knew the code because he managed to get hold of these two pistols. And he had three clips of 15 rounds each.”

According to unofficial information, the teenager went hunting with his father, and that is how he learned to shoot. On Wednesday morning, a seventh grader fired several shots from his father’s pistol at students and security at his school. According to the Serbian Interior Ministry, eight schoolchildren and a security guard were killed in the shooting.
