Driving license: dramatic changes are coming

The draft law of the Ministry of Infrastructure and Transport on training and screening of candidates for drivers for the issuance of a driver’s license was submitted for public consultation.

The proposed bill aims to reform the framework governing the theoretical examination and practical testing of candidate drivers for the issuance of driver’s licenses, in order to ensure transparency, ensure the integrity of the process and generally advance the country’s level of road safety.

An attempt is also being made to establish a system of control and supervision over the theoretical examination and practical testing procedures, as well as the assessment of candidate driver examiners.

After the completion of public consultations and the inclusion of comments, the draft law will be submitted to parliament for a vote.

The main points of the new institutional structure, together with the mechanisms for recording historic vehicles:

Identity verification in two steps and using electronic means, according to gov.gr standards for theoretical exams. Sampling the identity of the candidate driver for the theoretical exams: The photograph of the candidate’s examination card will be checked against a digital photograph taken when the candidate enters the examination center with a camera placed specifically for this purpose. Thus, a well-known phenomenon is solved when a person other than the candidate comes to the examinations. A practical test of candidates will be carried out by an examiner, who will now sit in the front seat of the front passenger, while the instructor will sit in the back seat. This prevents the instructor from interfering with the candidate’s driving during the exam. In order to ensure transparency, reliability and wider control of practical exams, the entire examination process should be recorded using audiovisual media. The Ministry of Infrastructure and Transport has already contacted the Office for Personal Data Protection, which has confirmed that this provision is in line with the General Data Regulations, in contrast to the problematic provision in the 2018 Law. In particular, the use of a portable, rather than stationary, 360o camera is provided, which has a microphone and a special removable memory card on which the entire process of the practical exam is stored. The camera should clearly show the entire cabin of the vehicle and the participants in the process. An integrated information system has been created to support and carry out all procedures related to the issuance and renewal of driver’s licenses. In addition, a thematic bank of theoretical exams has been created and operates in the Ministry of Infrastructure and Transport. The result of the exams must be prepared and kept on the register of the School’s Practice Exam Test Test. This register will be open to all civil servants in the PE and TE categories. Private registration is also available. The register of examiners is drawn up and maintained for the control and supervision of theoretical and practical examinations. The roster will also include members of the Greek police as well as officers from the National Directorate for Transparency. The training of examiners and supervisors will be conducted by the National Center for Public Administration and Local Government. The system for evaluating the work of experts is provided by the competent organizational unit of the Ministry of Infrastructure and Transport. The rating system will be accompanied by a mechanism of rewards and penalties, which may even lead to exclusion from the Register of examiners. For the first time, special provisions are in place to facilitate consideration of special categories of candidates. There is a special study guide and a special theoretical exam for persons who have not completed compulsory education, persons with learning disabilities and persons enjoying international protection status in our country. In addition, there are special theoretical examinations for deaf and hard of hearing candidates in Greek Sign Language and with subtitles. It is also envisaged to create private Centers for assessing abilities and training for driving for people with limited mobility (respectively, with the state center “INIOCHOS”), so that disabled people are no longer burdened.

+1: Those young people who have reached the age of 17 can attend and receive an appropriate certificate for theoretical and practical driving lessons in driving schools.

At 17, they can take theoretical exams.

At the end of their 18th year of life, candidates will be eligible, as currently, to register for a practical driver’s license test.

5 moments for historic cars

Part B of the bill includes legislation on the registration and circulation of historic vehicles. The main points of the proposal can be summarized as follows:

Designation on a vehicle as a carrier of historical interest.
The corresponding certificate is issued exclusively by bodies that are appointed and / or legally represent in Greece DOA or DOM or DOPO for vehicles at least 30 years old. The above authorities issue a certificate of conformity for a vehicle of historical interest every 5 years. Issuance of traffic data (license plates and special numbers) by transport and communication services of the regions.
Prerequisites: Certificate of Appointment, Certificate of Conformity, Vehicle Technical Inspection, exclusion of the vehicle from the Register of Transport Licenses of the Ministry of Infrastructure and Transport. They are distributed in accordance with the terms of Articles 88 and 90 of the Civil Procedure Code, are subject to compulsory insurance and can be distributed in a small circle. Traffic tolls are payable, except for vehicles over 45 years old. Fines and penalties
For violation of the traffic rules (KOK), the fines provided for by the KOK are imposed, while for violation of this law, the authorities (representatives or appointed by the IOA, IOM, DOPO) and vehicle owners are subject to an administrative fine of € 500 to € 5,000 or license plates removed for a period of 6 months.
