The autumn conscription in Russia will be carried out using an electronic military registration system. Restrictions are put in place for those who ignore the summons.
The system includes sending electronic summonses and automatically imposing bans for failure to appear at the military registration and enlistment office. This follows from resolutions government about the “Unified Register of Information on Citizens Liable for Military Service,” which was published on April 27 on the official website.
The register will include all Russian men aged 17 to 65 years and some women with an education that requires a military specialty (for example, doctors).
The electronic conscription system will collect information about a person from other government databases, including the State Services service, the FSB database, the Ministry of Internal Affairs, the tax service, migration and registration records. The military will have access to information about the criminal and administrative affairs of the person liable for military service, his real estate and other property. The record of a person liable for military service in the database of the Ministry of Defense of the Russian Federation will contain data on residence, including information not at the place of registration.
The development of electronic military records is planned to be completed by October 31, so that the register can be used by the Ministry of Defense from November 1, the resolution says. Vladimir Putin signed the law on the creation of a unified military registration register back in April last year, and the development began against the backdrop of mobilization announced in the Russian Federation for the war in Ukraine. Lawmakers say subpoenas have already been issued electronically during the 2024 spring draft.
A summons received through the portal will be considered served, and if it is ignored, the established restrictions will come into force. If a person fails to appear at the military registration and enlistment office on an electronic summons within 7 days after being placed in the register, the person will automatically lose the right to leave Russia, obtain a foreign passport, register an individual entrepreneur, carry out real estate transactions, drive and register vehicles, take out loans and credits.
Another “temporary measure” could be the invalidation of an already valid passport. So if you don’t have a foreign passport, hurry up to get one, and if you have one, hurry up to use it. So far, the resolution only contains the wording “temporary measures.” The full list will be known later, but what is listed above will certainly be included in it. Project “Military Lawyers” emphasizes:
“Until now, conscripts could safely leave the country, despite the legal ban. This was possible because there was no information exchange channel between the military registration and enlistment office and the border service. With the launch of the registry, conscripts for whom a summons was sent will automatically be deprived of the opportunity to leave the country before reporting to the military registration and enlistment office.”
After the launch of the Unified Register, everyone who is liable for military service will have to make electronic extracts from it in order to get a loan, complete a transaction, register as self-employed, open a company or get a job. The government decree states that, for example, credit institutions cannot issue loans to those who have received a summons.
