The law on mobilization has been adopted: main changes (video)


Yesterday, April 12, the Verkhovna Rada adopted a law on mobilization. For several months it has been the subject of debate and heated debate in the Ukrainian political environment and society. Provisions on the demobilization of already fighting fighters are excluded from the document – a separate law will be adopted.

Now the document must be signed by Ukrainian President Vladimir Zelensky, and a month after that it will come into force. In any case, the law formally tightens the rules of military registration, strengthens sanctions against “draft dodgers” and specifies provisions for a deferment from mobilization. A flurry of indignation on social networks was caused by the exclusion from the bill of provisions on the demobilization of already fighting fighters of the Ukrainian Defense Forces, as well as the mandatory rotation of military personnel on the front line. What are the main changes?

Absence of a norm on demobilization

The main change is exclusion of norms for specific deadlines for the demobilization of military personnel, in particular concerning those who have been defending Ukraine since the first days of the full-scale Russian invasion. The Commander-in-Chief of the Armed Forces of Ukraine, Alexander Syrsky, addressed parliament with a request to exclude the provision on demobilization from the bill. He suggested considering the issue of dismissal from military service a separate bill.

The decision of the relevant committee was criticized by deputies from opposition factions and refused to vote for the bill in this form. “The European Solidarity Party believes that mobilization cannot be based only on coercion. The right to dismissal is an important motivational factor. Shevchenko Igor Reiterovich believes that the Ukrainian authorities refused to consider the norm on demobilization because they wanted to vote for the bill to strengthen mobilization as soon as possible before the vote in the US Congress on the allocation of aid to Ukraine:

“Of course, no one will start throwing down their weapons and returning home from the front. No, this is unlikely, and this will definitely not happen. But from the point of view of motivation, of course, there are problems. For the military who are fighting on the front line, it will definitely fall. The lack of this Those mobilized will also have motivation. And the Verkhovna Rada will have to solve this with separate laws, since there will be discontent.”

Who is subject to mobilization

Citizens of Ukraine from 25 to 60 years old are subject to mobilization. Electronic subpoenas will not be sent; they will continue to be served only in paper form. The person who received the summons must appear at the territorial acquisition center within the time limit established by the summons. Valid reason for failure to appear: natural disaster, illness, death of a close relative. The Cabinet of Ministers, within two months after the publication of the law, must ensure the creation and operation of an electronic account of those liable for military service.

You should always have your military registration document with you

During the mobilization of men of the above age are required to carry a military registration document with them at all times and present it at the request of a TCC representative or a police officer. It is also necessary to show it to the border guard if he requests it at the checkpoint across the state border or in the border strip. After the publication of the law, all persons liable for military service will have 60 days to clarify the current address, contact information and other military registration data.

For those living abroad

Those abroad need to register for military service in Ukraine. How exactly to do this will be determined by the Cabinet of Ministers. Persons liable for military service aged 18 to 60 years will be able to receive consular services at foreign diplomatic institutions of Ukraine only if they have updated their military registration data. Persons liable for military service will also be able to obtain a passport and international passport only if they have military registration documents with them.

There is no mandatory mobilization of women

Women are required to register with the military if they have received a medical or pharmaceutical education, and are also suitable for service due to health and age. Women whose profession is related to a military registration specialty can register for military service if they wish.

Basic instead of urgent

Instead of compulsory military service, basic military service is being introduced, which citizens from 18 to 25 years old undergo. They can independently choose the period of service until they turn 24 years old. Basic military service during the war period will last up to 3 monthsof which at least 1 month is basic combined arms training and up to 2 months is professional training. In peacetime, basic service will last up to 5 months: 3 months will be devoted to general military training and 2 months to professional training.

Punishment for evaders

The adopted law provides provisions for the punishment of those evading mobilization. They will be limited, for example, in the right to use their own vehicle. Also to draft dodgers face fines. Among the restrictions is a temporary ban on leaving Ukraine.
