The implementation of housing certificates has begun in Ukraine


A compensation program for housing destroyed during the war has started in Ukraine – the first family has sold a housing certificate.

More than 400 families have reserved funds to purchase new homes. Edition “EPRAVDA” tellsthat a family from Gostomel, as a result of Russian aggression, lost their housing, and with the help of the received certificate they became the owner of real estate in Bucha, Kyiv region, and will move there within a month. Alexander Kubrakov, Deputy Prime Minister for Reconstruction, Minister of Development of Communities, Territories and Infrastructure, emphasizes:

“It is important that with the start of the compensation program for destroyed housing, the woman decided to return to Ukraine from evacuation.”

According to the minister, 1,826 housing certificates have already been generated to pay compensation for completely destroyed housing. Of these, more than 400 families have reserved funds for the purchase of new housing, which means that they have decided on a new property and are ready to enter into purchase and sale transactions.

How to apply for compensation

In order to receive a certificate, you need to submit an application through the “Diya” application. After this, the local government commission will process the application, calculate the amount of compensation and generate a certificate – a notification about it will be sent to Diyu. For this certificate you can purchase an apartment or house, you can also invest in future real estate.

Help for home repairs

The payment of state monetary assistance for the repair of damaged real estate continues – the “Evidence” program. For urgent repairs, 32 thousand families have already received tangible financial support – they were paid a total of 2.4 billion hryvnia. UAH 900 million was paid for capital repairs for 3 thousand families. To get help for home repairs, you need:

  • submit an information message about damaged property and an application for assistance (through the application or portal “Dіya”, CNAP or a notary);
  • obtain a decision from the local council commission on the amount of compensation;
  • receive recovery funds on a virtual card, which can be opened in one of the program’s partner banks.

Who can count on compensation

Compensation provided for housing that was destroyed or damaged during the war. We are talking about apartments, private houses, garden and country houses, unfinished construction projects. If the property was located in the occupied territory before the introduction of martial law, compensation does not apply to it. The following may apply for compensation:

  • Ukrainians who own real estate;
  • those who invested in construction;
  • members of housing construction cooperatives who bought an apartment but did not register ownership of it;
  • heirs of these persons.

Compensation will be paid in turn for each locality. Participants in combat operations, persons with disabilities resulting from war, those who were called up for military service during mobilization, large families and persons with disabilities of the first and second groups will have priority rights. Sanctioned people convicted of crimes against the state, as well as the heirs of such persons, will not be able to receive compensation.

How to apply

An application for compensation is submitted to a special commission. This can be done during martial law and within 90 days after its end (in the territory where the property is located). There are several ways to apply for compensation:

  • electronically through “Diya”, selecting the service “Compensation for destroyed property”;
  • in paper form through the Administrative Services Center (ASC);
  • in paper form through social security authorities or a notary.

The maximum period for consideration of applications is 30 days. After this, “Diyu” will receive a notification about the commission’s decision. If the application was submitted by an heir, the decision will be made after receiving a certificate of the right to inheritance.

At the end of September, housing certificates became available for review in “Diya” – they were received by those Ukrainians who, as part of the “Evіdnovlennya” program, submitted an application for the restoration of destroyed housing. On December 19, the exchange of housing certificates for housing was launched on the Unified Portal of State Services “Diya”.

President of Ukraine Vladimir Zelensky noted that now the average size of a housing certificate is UAH 2 million. To date, citizens have already submitted 7,457 applications. 1432 housing certificates were generated.
