EL.AΣ.: tender for the purchase of 1026 cameras for police officers


Next month it is planned to announce a tender for the supply of 1,026 individual cameras for installation on police uniforms. The budget is more than 7 million euros. At the same time, the price of cameras is inflated by more than 10 times*.

The corresponding tender was announced in the fall of 2022, but, according to additional information, the Accounts Chamber canceled it, considering that the conditions for the procurement under the direct negotiation procedure – without competition (Article 32) were not met. In addition, due to insufficient documentation on the budget for the purchase of cameras.

At that time, it was about the purchase of 2,400 video cameras, which was announced by the government in connection with serious incidents that occurred in May 2021 in Nea Smyrni Square.

Let us recall that earlier Prime Minister Kyriakos Mitsotakis from the rostrum of parliament announced the government’s intention to install cameras on the uniforms of all police officers serving in Attica. At the end of March 2021, the first 20 cameras were handed over for experimental use to police officers and the Drasi unit.

In October 2022, it was noted that recordings from these cameras were used in misdemeanor cases with the permission of the prosecutor. Police officers assessed their effect positively. According to them, the number of false complaints from citizens about excessive use of force during detentions and arrests, as well as attacks against them, has decreased, since it has become easier to identify the perpetrators.

MAT team leaders were also given a limited number of video cameras (no more than 20). They are periodically(?) turned on during demonstrations and police operations.

*It is worth noting that police camera cost, which is offered for the police (it’s about the model Hytera RVM), according to the manufacturer, is about 500 Euro. With the indicated amount of 7 million euros, each camera will cost the Greek budget 6822 euros…
