Electricity tariffs: what will change from October 1

The four types of electricity tariffs, the restoration of the adjustment clause (ρήτρας αναπροσαρμογής) and the free movement of consumers from supplier to supplier constitute a legitimate base, laying the foundations for the “normalization” of electricity bills.

From October 1, according to the Energy and Water Regulatory Authority emergency support measures in the electricity market cease to operate.

ΡΑΑΕΥ submits its proposals for urgent discussion with the public. At the same time, specifying when and in what cases suppliers should inform their customers about possible changes in the terms of concluded contracts.

First of all, ΡΑΑΕΥ specifies that “consumers have the right to free choice of supplier. The process of switching suppliers does not entail a financial burden for residential consumers and small businesses. Any imposition of a “penalty” for early departure (breaking a contract with a sliding tariff scale) considered a violation (καταχρηστική)“.

The official notes: “The issuance of invoices for consumption by suppliers is free of charge. Paying to send paper invoices is completely illegal.”

In a relationship duty to inform consumers, the regulator states the following:

1. If, after the expiration of the period of validity of the emergency measures, the terms of the suspended electricity supply contracts (συμβάσεων προμήθειας ηλεκτρικής που ανεστάλησαν) are renewed and no changes are made, then Suppliers are not required to make any clarifications (changes). Customers will be billed in the same way as they were before the emergency measures were introduced.

2. If, after the end of the emergency measures, electricity is supplied to consumers under the program with the same name as before August 1, 2022, but the pricing conditions and the supply contract have changed, then the suppliers must inform by individual letter no later than July 31, 2023, according to which the electricity delivered until August 1, 2022.

ΡΑΑΕΥ also reports that after the end of the government’s emergency support measures, the following categories of accounts exist:

1. Product (power supply service) with a fixed term and a fixed price.
The client is offered a fixed delivery price (€/KWh – euro per kilowatt-hour) for the entire period of the contract.

2. Product with a sliding tariff scale – with the announcement of the price on the 1st of each month.
This is a product (service) that is supplied with a variable supply price (€/kWh) for the entire duration of the contract, which reported before the beginning of the month to which it refersand follows from the calculation formula (function) described in the terms of the contract, and is tied to the wholesale market indices, which are calculated before the start of the settlement month (1st day of each month).

3. Product with a sliding tariff scale (with the announcement of the price after the month of application).
This is a service that comes with a variable supply price (€/kWh) for the duration of the contract, and reported after the start of the month to which it refersand follows from the calculation formula (function) described in the terms of the contract and is tied to wholesale market indices that are not cleared before the beginning of the settlement month (1st day of each month).

4. Product with dynamic pricing.
This is a service that has a variable supply price and is offered to consumers who have a “smart/electronic meter” (ευφυή μετρητή) installed.
