Kathimerini: Without Greece, the PABSEC Assembly will not have a quorum?


The absence of Greece, as well as 6 other countries at the Parliamentary Assembly of the Black Sea Economic Cooperation in Russia, is likely to lead to its cancellation, according to the Greek edition cathimerini.

The Parliamentary Assembly of the Black Sea Economic Cooperation was appointed before Russia’s invasion of Ukraine and is due to take place in Moscow on June 6-9. Greece, after a statement by the Speaker of the Parliament, Mr. Tassoulas, announced against the cancellation of its participation.

Thus, Serbia, Azerbaijan, Armenia, Turkey and Moldova will go to Moscow. Together with the host Russia, this is only 6 countries out of 13. Until yesterday, Albania, North Macedonia, Bulgaria, Georgia, Romania and, of course, Ukraine have not confirmed their participation. If none of the countries change their mind, then the meeting will not take place due to the lack of a quorum, as the list of participants will be 6 present and 7 absent. This is less than 50%, which, according to the charter of the organization, is not enough to hold the assembly.

As previously reported, according to statementsAccording to the Speaker of the Parliament Kostas Tasoulas, the Greek parliamentary delegation to the PABSEC will not participate during the current six months in the work of its 59th plenary session in Moscow, which will be held on June 6-9, 2022.

This is the first time that the Greek parliamentary delegation will not participate in the regular work and even in the plenary session. The decision to “abstain” was made due to the fact that “the Russian Federation, hosting the delegation, unprovokedly attacked Ukraine in violation of all norms of international law, causing enormous human and material damage.”

AT statement Kathimerini has one nuance: the list of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) includes delegations of parliaments of 12, and not 13 countries of participating member states: Azerbaijan, Albania, Armenia, Bulgaria, Greece, Georgia, Moldova, Romania, Russia, Serbia, Turkey , Ukraine. The participation in the PABSEC of North Macedonia is not reported either on the website or on Wikipedia.
