New Electricity Measures: Consumer Winners and Losers

Consumers with green and yellow tariffs have emerged as winners of the new electricity supply measures – if they meet the criteria, they will receive a subsidy on their electricity bills.

Professionals, who will not have to pay back the amounts they received as subsidies from ETMEAR, will receive an “unexpected” profit. The “losers” from these measures will most likely be energy producers who will pay a special levy to the Energy Transition Fund, from which electricity consumers will be subsidized for August. However, the exact amount of the fee and, accordingly, the subsidy is not yet known; the final prices of the special tariff should be announced in early August, noted the responsible minister, Theodoros Skilakakis:

“Announcements on amounts will be made in late July and early August to see how wholesale and retail prices fluctuate.”

Thanks to the bill subsidies, spending will remain at the same level as in previous months, as the aim is to avoid passing on to consumers the rise in wholesale prices in July.

According to the Ministry of Energy and Ecology, tells CNN Greece, in a support measure against the backdrop of rising electricity prices, the subsidy will be horizontal for all households with variable tariffs:

1. Consumers with “green” and “yellow” electricity tariffs will receive a subsidy in August for the first 500 kWh.
2. The subsidy that vulnerable consumers will receive under the KOT type electricity tariffs will be increased.

Although there are no subsidies for electricity tariffs for businesses, the government has decided to take measureswhich will help businesses not to be additionally burdened with “returns” ΕΤΜΕΑΡ:

“A very important measure that we are taking in the interests of business concerns the fact that there will be no compensation for ETMEAR. This backlog will not be resolved at the expense of small and medium-sized enterprises, since it is not their fault that its implementation has been delayed.”

He made it clear that there would be no reversal and stressed that the decision would benefit small and medium-sized businesses by hundreds of millions of euros.

According to the Department of Energy, farmers benefited the most if they took care to subscribe to the GAIA tariff, which applies to owners of rural transmission lines. This gives them access to low electricity prices over the long term for 10 years, effectively, according to Mr Skylakakis, “they have pre-crisis prices for all their electricity for two years.”

The funds for consumer subsidies will be “found” through an emergency duty that will be levied on producers of electricity from natural gas and will last for two months. The exact amount of the special levy for the energy transition fund will be announced in the coming days, and the corresponding bill will be passed by parliament immediately.

In any case, the amount that will be allocated must be sufficient to cover the subsidies so that the price per kilowatt-hour is set at 15 cents.with a focus on the “green” tariff ΔΕΗIf, for example, the green tariff fee in August is 19 cents per kWh, a subsidy of 4 cents/kWh will be provided to bring the price to 15 cents.

The subsidy will be the same for all suppliers.so the Ministry of Internal Affairs believes that private companies will not risk losing customers by announcing high fees that will not be adequately covered by the subsidy.
