The clause on abuse of power has also been excluded from Belarusian legislation. Previously, it provided that the use of physical force and weapons in excess of authority entails liability established by legal acts. The Belarusian military now has the legal right to use firearms against civilians of the country, without bearing responsibility for the damage caused, if the weapon was “used according to the rules.”
Earlier last month, the President of Belarus introduced changes to the law on state security agencies. From now on, it is allowed to use weapons against women, children and people with disabilities “in cases of armed resistance, armed or group attack or other actions that threaten the life or health of people.”
