Greek tax authorities are recruiting artificial intelligence to catch tax evaders

The plans of the Independent State Tax Authority to use artificial intelligence in the work of its services and reduce tax evasion were discussed by the Governor of the Hellenic Tax Administration, Georgos Pitsilis, in his speech at the 5th Tax Law Conference.

Artificial intelligence technologies and other advanced data analysis tools are used to perform intelligent cross-validations

Pitsilis noted that with the help of artificial intelligence, AADE will be able to disclose taxable materials:

  • Analyzing large amounts of data from various sources such as banking transactions, digital public platforms and social networks.
  • By identifying behavioral profiles such as unusual transactions or money transfers and card payments to unregistered merchants, often associated with unreported economic activity through so-called sharing economy platforms.
  • Identifying anomalies and unusual discrepancies in the income of individuals and businesses, such as discrepancies between sources of income and expenses.

Targeted checks

The AADE director emphasized that all this could lead to more targeted tax audits:

  • Anticipate tax violations, using machine learning models to assess the risk of tax violations based on previous patterns of behavior that may indicate tax fraud.
  • Developing risk profiles for taxpayers and businesses regarding the likelihood of tax evasion and tax avoidance, allowing tax authorities to make decisions, prioritize and focus audits on specific groups.
  • Assessment and consideration of citizens’ complaints about cases of tax evasion in an automated, fast and efficient manner, with greater capabilities for collecting and analyzing information.

Assistance to taxpayers

Using artificial intelligence, we are “improving tax reporting” by developing:

  • Automated systems for assistance in filling out tax returns. These systems can make it easier for taxpayers to complete their returns by offering personalized assistance with accuracy and ease, while minimizing errors and omissions.
  • Intelligent agent systems that can provide advisory support to taxpayers on their tax compliance, facilitating compliance.
  • Electronic education platforms that provide targeted tax compliance educational materials to help taxpayers understand their responsibilities and rights.”

Finally, Pitsilis noted that AADE has already implemented artificial intelligence and data mining programs into its operations, and is also implementing projects funded by the Recovery and Resilience Fund to use artificial intelligence technologies and other advanced data analytics tools for tax administration to conduct intelligent cross-checks.
