When will underwater tunnels finally appear in Greece?


Providing undersea connectivity has been a major focus of the Greek state and citizens over the past three decades.

Since the 1990s, when authorities began using the concession method of contracts, a total of 4 tenders have been held for the construction of underwater tunnels. Of these, the only successful result was recorded for the Aktios-Preveza underwater connection, which has been operating for about 20 years.

Project in Thessaloniki

The tender of the then Ministry of Energy for the creation of an underwater artery 3.8 km long, of which 1.24 km will be under water, amounted to 472 million euros. The entrance was on Coletti Street at Cortov Heights, and the exit was on Megalo Alexandru Avenue. The tender, which began in 2003, was completed in 2005, and THERMAIKI ODO’s contractors were Hellenic Technodomiki TEB SA, Aktor SA (now owned by Ellaktor Group), Boskalis International BV and ARCHIRODON.

Starting in 2020, authorized persons “looked into the desk drawer” and pulled out folders with documentation. Thus, in 2022, research and refinement of a large-scale project began again. Completion and implementation also required the latest research – geotechnical and topographical.

Salamis-Perama Tunnel

The undersea tunnel project connecting Perama (the mainland) to Salamis (the island) has raised concerns for decades about whether it should go ahead. Back in 2016, the Ministry of Infrastructure and Transport began a tender using the concession method, but that’s where everything stalled.

METKA, TERNA and the joint venture VINCI CONCESSIONS – VINCI HIGHWAYS – AKTOR CONCESSIONS showed interest in the project and continue to participate in the competition. The cost of the project is currently estimated at 450 million euros. All that remains is to obtain environmental licensing to submit an application.
