The Ministry of Foreign Affairs of the Russian Federation offers Russians abroad to notify their embassies about obtaining a residence permit or foreign citizenship.
IN published On July 13, the official website of the draft order of the Russian Foreign Ministry states that Russians who have citizenship (citizenship) of another state, a residence permit (residence permit) or “another document confirming the right of a Russian citizen to permanent residence in the territory of a foreign state” can notify about this embassy or consulate of the Russian Federation.
It is proposed to do this within 60 calendar days from the date of acquisition of the relevant documents. A similar deadline is proposed to be observed when notifying the diplomatic missions of the Russian Federation abroad about the loss of citizenship of another country or a residence permit.
The draft order provides that Russian citizens over 18 years of age will be able to submit notifications in person or through a representative with a power of attorney “notarized in accordance with the legislation of the Russian Federation”, and minors or incapacitated citizens – through their legal representatives. The authors of the order propose that the proposed notification procedure come into force on October 26, 2023.

According to the Federal Law of 04.06.2014 No. 142-FZ, upon obtaining foreign citizenship, a residence permit or permanent residence abroad, Russians are required to notify the Ministry of Internal Affairs of the Russian Federation in writing “within sixty days from the date of acquisition by this citizen of another citizenship or receipt of a document for the right of permanent residence in a foreign country.” This rule does not apply to Russians permanently residing abroad and not visiting Russia.
Failure to comply with this requirement, according to the norms of the Criminal Code of the Russian Federation, is punishable by a fine in the amount of up to two hundred thousand rubles or in the amount of the wage or other income of the convicted person for a period of up to one year, or by compulsory work for a period of up to four hundred hours. For violation of the notification procedure, a Russian can be fined from 500 to 1000 rubles.
The order will come into force on October 26. A new procedure was required due to the adoption of the Federal Law “On Citizenship of the Russian Federation”.
