Housing program “Κάλυψη”: the first family has already received "a roof over your head"

The first family to join the program of the Ministry of Labor and Social Affairs “Ovkat” (Κάλυψη) settled in their new house for free accommodation for low-income young people, with the rent paid by the state.

This is a single-parent family with two children who will live in an apartment in Galatsi, one of the first municipalities where the implementation of the program and the settlement of beneficiaries began. The Coverage program established by Law No. 5006/2022 “My Home – Housing Policy for Youth, Use of State Property for Social Housing and Other Provisions” is intended for young people aged 25-39 who receive a minimum guaranteed income and do not have their own housing. The goal at this stage is to accommodate 3,000 beneficiaries using at least 1,000 houses or apartments.

Under the program, the state for three years covers the cost of renting private houses allocated to accommodate asylum seekers under the “ESTIA” programwhich ended in December. Program beneficiaries pay the costs of transporting household items to their new home. Owners also receive guaranteed rent.

The municipal authorities invite owners of vacant houses or apartments to declare their interest in joining the new Κάλυψη program. Based on current data:

  • 46 municipalities from all over the country have applied for participation in the Κάλυψη program, which includes the municipalities of Athens and Thessaloniki.
  • Contracts have been signed with four municipalities: Νεάπολης Συκεών, Γαλατσίου, Χαλκιδέων και Τρίπολης. Three more contracts have been sent to the Accounts Chamber for pre-contractual consideration, and ten are at the signing stage. In the near future and after the decisions are made by the municipal councils, agreements will be signed with other municipalities that have expressed interest in participating.
  • There has been interest from property owners and there are currently 685 vacant apartments.

The program is implemented by the General Secretariat for Social Solidarity and Poverty Alleviation of the Ministry of Labor and Social Policy with the financial support of ΔΥΠΑ.
