Telegram founder Pavel Durov admitted during interrogation that he maintained contacts and met in Dubai with representatives of the French counterintelligence agency (DGSI).

There is no official confirmation of this information – neither side commented on the Liberation publication.
The information was conveyed to the French president, who, according to Libération, discussed the situation with the head of the UAE. The decision to grant Durov French citizenship belonged personally to Macron.
