New measures announced to combat fan violence: "From March 7, no stadium will be open without cameras"


Deputy Sports Minister Yiannis Vroutsis and Digital Minister Dimitris Papastergiou announced new measures to combat fan violence by opening stadiums for Super League 1 football matches.

They announced that in case of violation of the new legislation the stadium will be closed forever, and then noted that “from March 6 the process will begin, and from March 7 any stadium where cameras are not installed, will not be able to receive fans“.

  • From 13/2 the stadium will be closed if fire or firecrackers are thrown onto the field.
  • Starting from 6/3, no Super League/Basket League stadium will be open to the public without cameras.
  • From 9/4, fans will have access to the stadiums through the gov.gr wallet application.

“We have introduced a completely new reformed legislative framework to parliament aimed at combating sporting violence. A legislative framework that modernizes, renews, and protects stadiums like a shield, mainly football stadiums, and very soon everything in the country. On this basis, we have reached an agreement with all players at the forefront of the sport in the country. We brought together all the football club players at OAKA and held a wide discussion before submitting the law to parliament. We have created an alliance and consensus from the efforts and actions of all PAEs,” he said at the beginning.

“We then met with representatives of Super League 1, the Basket League and consulted with both of these organizations. We created the basis for an alliance with the EPO, as well as with all other institutional representatives of these sports, and thus we began to develop legislation,” he added .

Regarding DEAB, he said: “The first and key thing is that on Tuesday 13 February they open under new conditions, in which there is a new standing committee on violence, imposing draconian sanctions, the main one being the closure of the stadium to fans.

If a firecracker is thrown onto the field, if a torch is thrown onto the field, if a dangerous object is thrown onto the field, then without a second thought the stadium will be closed to fans at the team’s next home game. Our goal is not to influence the league, and we do not influence it. We do not interfere either in the standings or in the development of the league. We respect the self-government of ΕΠΟ, we respect the self-government of football, we respect the self-government of each sport. We respect the rules of UEFA and FIFA. But it is the right of the state to protect what is most important of all – the safety of the citizen, which at the stadium is the safety of the fan. That is why, when we consider that this process is unsafe, we will close the stadiums on a certain basis, through ΔΕΑΒ.”

“There is no subjective consideration in terms of whether to close stadiums or not. The law provides for jurisdiction. That is, the punishment is specific. Information, a police report, a police report, a referee’s or observer’s checklist comes to ΔΕΑΒ, and a decision is immediately made to close or not close the stadium. I’ve wished too many times that stadiums wouldn’t close. We want the stadiums to be open to fans, we want the beauty of the stadium and football, a sport that the whole world loves and basketball, of course, to be open. But if the specific measures specified in the law are not observed, then the next game day or games will be held without fans, ensuring and protecting the safety of citizens: both fans and athletes.”
