Putin explained why the Russians left surrounded Kyiv in March 2022


Russian President Vladimir Putin, 21 months after the start of the war in Ukraine, revealed the secret of the sudden withdrawal of Russian troops from virtually surrounded Kyiv and Kharkov at the end of March 2022, after the inconclusive Istanbul Peace Conference.

The Ukrainians, the Russian leader said, signed a peace treaty and even with specific conditions for the protection of Russian-speaking minorities, which was the main reason for the war, but they “stepped” on the peace terms as soon as we left Kyiv and continued the war!

He even said that “we have a signed document”, but “the next day they threw the agreement in the trash!”

The agreement was also mentioned by the former adviser to V. Zelensky David Arakhamia.

“We did not discuss with the Ukrainian side that this agreement would be classified, but we did not present it or comment on it. This draft agreement was initialed by the head of the Kyiv negotiating team.”said the Russian President.

According to V. Putin, Moscow and Kyiv agreed on general terms of neutrality and security guarantees for Ukraine, but then Kyiv (at the insistence Great Britain and the USA) rejected the documents already signed by his delegation!

The President of the Russian Federation added that this happened after he himself withdrew his troops from the Kyiv area, as planned.

According to Putin, the document called “Treaty on Permanent Neutrality and Security Guarantees for Ukraine” was signed by the Ukrainian delegation.

The document stipulates that Ukraine must consolidate “permanent neutrality” in its constitution. Russia, the USA, Great Britain, China and France are indicated as guarantors.

According to Russian media, the text sets out proposals from Russia and Ukraine on the size of a standing peacetime army and its equipment.

The agreement was initialed, and Moscow clearly made a mistake by rushing to implement it without receiving guarantees…

On the morning of February 24, 2022, Russian airborne troops rapidly deployed to the Ukraine-Belarus border, and in a model large-scale airborne operation, Russian troops captured key areas north and west of Kiev, including two international airports, while ensuring absolute superiority in the air.

Russian special forces reached the presidential palace, from where, however, British special forces managed to evacuate the President of Ukraine V. Zelensky.

In pursuance of the Istanbul Agreement, the Russians began withdrawing troops on March 29. On April 2, Ukrainian authorities announced that Kyiv and the surrounding region were again under Ukrainian control. It is noteworthy, and this is confirmed by the Russian President, that during the withdrawal of Russian troops not a single shot was fired!

However, he avoided mentioning the consequences of the Russian action, which turned into a political-strategic fiasco for Moscow and the one who ordered the withdrawal of troops without the final signature of Ukraine.
