Changes in tax legislation in April 2023

This week, the Greek Parliament will consider the changes that will come into force in April 2023, contained in the new bill of the Ministry of Finance. They concern declarations, fines, ΦΠΑdebt obligations.

Among the more than five changes are the monthly road tax, the abolition of the penalty for late declaration, the new installment plan for debts (36-72), the change in ΦΠΑ for certain activities.

For individuals, the Ministry of Finance provides for the abolition of a fine of 100 euros for late filing of an income tax return. Starting this year, it is expected that it will be canceled for zero, credit and debit tax returns in the event that the income tax accrued on the overdue declaration does not exceed 100 euros.

Monthly shipping fees

From April 1, 2023, it is planned to enter into force the regulation about tolls by month. Vehicle owners will be able to proceed with immobilization removal by paying registration fees according to the period they wish to drive the vehicle before the end of the year.

Extraordinary debt regulation

The new emergency regulation of 36 or 72 installments of arrears applies to those who, as of November 1, 2021, had no past due or unsettled debts and at the same time paid all payments under 120 or 72 installments, if they had such arrangements. Debts overdue after November 1, 2021 are subject to this.

Restoration of previous schemes 72 and 120 contributions

Agreements revived under bill about installments 72 and 120 payments, which before February 1, 2023 were lost or became inactive. The restoration takes place until July 31, 2023 – with the payment of 2 installments and the renewal of all the benefits of the agreements.

Reduced rates ΦΠΑ

A new 6-month grace period until the end of 2023 is granted for reduced rates ΦΠΑ for passenger transport, coffee, soft drinks, cinemas and theaters, gyms, dance schools and travel package.

ΕΦΚ reimbursement for agricultural oil

Excise tax refund for agricultural oil is designed for the whole of 2023 and represents a major intervention of 76 million euros.

Tax expert Antonis Muzakis, commenting on changes and improvements in the tax system, notes that taxpayers who have open debts with the tax authorities should be aware that new partial debt repayment programs hide high interest rates, reaching 5.87%, writes CNN Greece.
