UEFA: Russian clubs will not participate in UEFA competitions in the 2022/23 season

The Union of European Football Associations UEFA has suspended Russian clubs from participating in European tournaments for the 2022/23 season.

The UEFA Executive Committee held a meeting today and adopted a number of decisions in addition to the decision of February 28, 2022 to exclude all Russian teams and clubs from UEFA competitions for an indefinite period. The decisions have been taken to ensure that tournaments run smoothly and in a safe and secure environment for all participants. The UEFA Executive Committee made the following decisions:

2022/23 UEFA Nations League

Russia will not take part in Group 2 of League B and will automatically take fourth place in it. Accordingly, at the end of the group stage, it will take the final 16th place among all teams in League B and will be demoted.

UEFA Women’s EURO 2022 (final tournament)

Russia will not take part in Group C of the final stage of EURO 2022, which will be held from 6 to 31 July in England. She will be replaced by the Portuguese national team, which the Russians beat in the play-offs.

Women’s World Cup European Qualifier 2023

The Russian national team did not play two April qualifying matches in Group E due to disqualification (where the teams of Denmark, Bosnia and Herzegovina, Montenegro, Malta and Azerbaijan also play). The Russians will not take part in the remaining matches of the draw. The results of all previous matches with their participation have been cancelled. Now the struggle in the qualifying group E will go among five teams.

European Youth Championship 2023

The Russian national team did not play two April qualifying matches in Group C due to disqualification (where the national teams of Spain, Slovakia, Malta, Lithuania and Northern Ireland also play). The Russians will not take part in the remaining matches of the draw. The results of all previous matches with their participation have been cancelled. Now the struggle in the qualifying group C will go among five teams.

UEFA club competitions in 2022/23

UEFA Champions League, UEFA Europa League, UEFA Conference League, UEFA Women’s Champions League and UEFA Youth League.

In the 2022/23 season, there will be no representatives of Russia in European competition. Because of this, in accordance with the principles prescribed in the regulations of the men’s and women’s tournaments, the scheme for selecting teams for European competitions was changed. In addition, in order to calculate the club association ranking for the 2022/23 season, Russia will be credited with the lowest number of points scored by its clubs over the past five seasons, namely 4.333 points in men’s football and 1.750 points in women’s football.

Futsal UEFA Women’s EURO 2022 (final tournament)

The Russian national team will not take part in the final stage (with the participation of Portugal, Spain and Ukraine), the matches of which will be held on July 1 and 3 in Portugal. It will be replaced by the Hungarian national team, which took second place after Russia in the first group of the main qualifying round.

Women’s Futsal UEFA EURO 2022/23

The Russian team received a direct ticket to group 4 of the main round. Since the three group winners and the best second-place finisher in the preliminary round are eligible for the main round, Russia will be replaced by the second-best team from the second-place finishers in the preliminary round.

UEFA Futsal Champions League 2022/23

In the 2022/23 season, there will be no Russian representatives in the Futsal Champions League.

Futsal European Cup 2024 Qualifiers

In the main round draw, Russia will be replaced by the Norwegian team, which was the best third-place winner in the preliminary round.

Youth tournaments in the 2022/23 season

The Russian national teams will not take part in the 2022/23 European Under-17 and Under-19 Championships. The national teams, which got into groups with the Russians, will fight in mini-tournaments with the participation of three teams. The Russian national teams will not take part in the European Championships for girls under 17 and under 19. Each tournament will include one additional mini-tournament with the participation of three teams.

Regions Cup-2022/23

The representative of Russia in the intermediate round will be replaced by the winner of the second place in group 1 of the preliminary round.

Applications for UEFA EURO 2028/32

The UEFA Executive Committee has announced that the bids of the Russian Football Union (RFU) to host UEFA EURO 2028 and EURO 2032 have been declared invalid in accordance with article 16.02 of the regulation on submission of bids for UEFA finals and final stages of tournaments. It says:

“Each bidding party must act in a manner that does not cause potential damage to the reputation of UEFA, the final or final stage of a UEFA competition, the other bidder (or an employee, officer or representative of the above), the bidding process or European football.”

Moreover, “the organizing team is automatically guaranteed a place in the final stage.” Given the uncertainty when the suspension will be lifted, the acceptance of the RFU application would be contrary to the decision of the UEFA Executive Committee of February 28, 2022, which suspended all Russian teams from participating in UEFA tournaments for teams and clubs until further notice.

The UEFA Executive Committee will remain on standby to hold further meetings to reassess the legal and factual situation as it develops and take further decisions if necessary.

The Russian Football Union stated its categorical disagreement with these decisions and warned that it could appeal them to the Court of Arbitration for Sport.
