Russian military and security officials asked to disable the “People Nearby” feature in Telegram, change nicknames and remove photos (video)


The Russian Ministry of Internal Affairs has asked residents of the Kursk, Belgorod and Bryansk regions not to use CCTV cameras and dating sites.

As Interfax writes, it issued a memo on information security in the territory of these three regions bordering Ukraine. The document lists Recommendations on online behavior for ordinary citizens, military personnel and law enforcement officers. These measures are supposed to prevent the Ukrainian military from collecting intelligence on Russian territory.

Local residents are asked stop using CCTV cameras and online dating serviceswhich are actively used “for the legendary collection of information”:

“The enemy is massively identifying IP ranges in our territories and connecting to unprotected CCTV cameras remotely, viewing everything from private yards to roads and highways of strategic importance. In this regard, unless there is an urgent need, it is better not to use CCTV cameras.”

The Ministry of Internal Affairs also asked citizens not to post video recordings from dash cams on social networks or to conduct live streams while driving on highways, as military equipment may end up on them.

For military personnel located in border areas recommend not to use phones with a lot of official and personal information, not to open links from strangers and to delete colleagues who have been captured from chats:

“It is necessary to control and moderate chats, and promptly delete from them the accounts of people who have been captured by the enemy and the accounts of people whose phones the enemy has gained access to.”

Security forces and military personnel were asked to turn off the “People Nearby” function in Telegram, remove photos and change nicknames that could be used to identify their place of service. The Ministry of Internal Affairs explains:

“If your number appears in search results as recorded by third parties in the form of ‘Lesha FSB’, ‘Pasha Rosgvardia’, ‘Misha 123 Regiment’, then this number needs to be changed, it is compromised.”

Border territory personnel were advised to close their personal data and remove all geotags on social networks so that “the enemy could not identify the actual location of military and security personnel.”

On August 6, the Ukrainian Armed Forces launched an offensive in the border areas of the Kursk region. After that, a state of emergency was introduced in the region – first on a regional and then on a federal scale. Since August 10, a counter-terrorism operation regime has been in effect in the Kursk, Belgorod and Bryansk regions.
