The new program “Εξοικονομώ-Επιχειρώ” will start in autumn


It is expected that from September the platform of the program “Εξοικονομώ-Επιχειρώ” will finally start working online, which will subsidize medium, small and very small businesses from the sphere of trade, services and tourism.

Especially for small businesses, both from the secondary and tertiary sectors, subsidies to improve their energy efficiency are a one-way street given the difficulty in accessing finance.

In fact, very small companies, with less than ten employees and an annual turnover of less than 2 million euros, make up the vast majority of the Greek economy.

The scale of energy efficiency improvements in their buildings is high, with about 65% mainly in commercial buildings, hotels and private offices that were built before 1980 and only slightly refurbished.

The modernization program is funded by the Recovery and Resilience Fund and its original budget included €100 million for the trade and services sectors and €100 million for the tourism sector, although the total could be increased with additional funds from RePowerEu, according to reports.

According to the preliminary publication of the program manual, in October last year, projects of companies operating in the field of trade and services with a total investment budget of up to 100,000 euros and in in the tourism sector with an investment of between 50,000 euros and 500,000 euros will be supported provided that the capacity of the housing facility does not exceed 100 beds. The amounts do not include VAT, which is not an eligible expense.

Investment project support rates for all eligible costs will be 40% for medium enterprises and 50% for small and medium enterprises. Also for support costs (De Minimis) the subsidy will be 40% for all enterprises. An advance payment of up to 40% of government spending on a letter of guarantee for the same amount will also be provided.

What will be funded:

  • energy modernization of the building body (thermal insulation, installation of shading systems, etc.),
  • lighting system (replacement with new technology or installation of automation to reduce consumption, etc.),
  • replacement of boilers with heat pumps or ventilation systems,
  • strengthening of thermal insulation of distribution networks,
  • replacement of old household appliances with new, more energy efficient ones,
  • installation of renewable energy systems (solar thermal, photovoltaic, small wind turbines and geothermal heat pumps with geoexchangers will also be subsidized), batteries, etc.

Services energy auditor and energy efficiency certificate (EPC) inspector, monitoring and management consultant, development and certification of the energy management system, preparation of studies for the implementation of the energy audit report will also be funded.

However, the eligible subsidized costs of advisory ancillary work may not in general exceed 7% of the eligible total investment project budget and in any case 30,000 euros. The final eligibility of costs will be directly related to achieving an energy goal (based on PEA) of at least three energy classes compared to the existing classification or the mandatory class B when it comes to a radical renovation.

The term for the implementation of a project to improve the energy efficiency of an enterprise (building) cannot exceed 18 months from the date of the decision on inclusion in the program “Εξοικονομώ-Επιχειρώ”.
