Free housing for financially disadvantaged young people


The implementation of the “Κάλυψη” program for the free accommodation of socially vulnerable youth in private houses and apartments is in full swing. As noted, the rent is paid by the state.

The “Κάλυψη” program, which is one of the activities of the public housing policy of Greece and established by Law 5006/2022 “My Home – Housing Policy for Youth, Use of Public Property for Social Housing and Other Provisions”, is intended for young people aged 25 to 39 years. The beneficiaries are the recipients of the minimum guaranteed income and persons who do not have their own housing ν ιδιόκτητη πρώτη κατοικία).

The Κάλυψη program uses private houses previously allocated to accommodate foreign asylum seekers under the ESTIA program, which ended in December 2022. The state makes contributions for three years, equal to the monthly rent.

Simultaneously the social housing program for youth covers the costs of moving a household and transporting its household goods.

The Minister of Social Policy and Family Sophia Zaharaki said that the Κάλυψη program “is another tool in the efforts taken by the government to solve the housing problem, especially for young people, since through the program low-income fellow citizens are given the opportunity to live free of charge for a total of three years.”

The interest shown so far in participating in the program is high. According to the latest information, 46 municipalities from all over the country responded positively, within whose administrative boundaries private houses are located. Contracts have already been signed with the municipalities of Thessaloniki and the central sector of Attica. The signing of program contracts concerning the municipalities of the southern and western sectors of Attica is expected in the near future.

The process of joining the landlord program is simple. Initially, the owners of a house that participated in the programs “Estia” (“ESTIA II” και “ESTIA 2021”), if desired, can join the “Κάλυψη” program.

Submitting an application on behalf of the owner of a rental property must be accompanied by a responsible statement that the property meets the criteria, is ready for use, and is free from actual defects.

As emphasized, the municipal authorities have the opportunity, through their competent services carry out spot checks before handing over the property for rent.

The next steps are submission of applications by young people along with the necessary supporting documents. The assessment is carried out on the basis of criteria determined by a ministerial decision.

Interested persons who have applied for participation in the housing program are classified by the municipality by points. The lists are compiled according to the following criteria and categories: families with many children, families with three children, disabled people (67% or more), households that received notification of a valid eviction judgment, single mothers, families with one or two children, unemployed registered with the State Employment Service (DYPA), persons placed in shelters for women victims of violence, as well as persons (or families) receiving a minimum guaranteed income (and who do not have their own housing).

The municipality, for its part, invites households, in order of priority, according to their rating, to choose from the list of available houses in their municipality those that meet their needs, depending on the composition of the household and their preferences in the location of housing (municipal area).

Each household can choose one of the three properties offered to them. If a household rejects all 3 items, it is automatically placed at the end of the queue.
