The land cadastre bill has been adopted: 10 changes it brings

The bill of the Ministry of Digital Governance has been adopted “Completion of cadastral registration, simplification of procedures, use of artificial intelligence and regulations on the work of the Greek Cadastre.”

The main provisions relate to a number of activities:

1. Completion of the cadastre by 2025, as Prime Minister Kyriakos Mitsotakis emphasized in parliament on Tuesday.
2. The use of artificial intelligence in the legal control of contracts.
3. Acceleration and digitalization of the process of correcting spatial changes.
4. An out-of-court solution to the problem of declassifying forest areas and returning them to their owners without unnecessary hassle.
5. Correction of properties of unknown owners in favor of the real owner.
6. Unilateral change of contracts in favor of the owners, adjustment of area and other elements of real estate without the involvement of other owners.
7. Introduction of round-the-clock possibility of submitting documents.
8. Attracting temporary staff to work in the body, especially in border and island regions.
9. Introducing a procedure for the immediate reimbursement of outstanding payments for maintaining the land cadastre to their beneficiaries.
10. Possibility of obtaining ownership of real estate based on a preliminary agreement, which will resolve thousands of cases, especially in Northern Greece.

The main objectives of the new law are:

1. facilitating and ensuring the safety of transactions, since the purchase and sale of real estate will be carried out faster and with greater security,
2. reduction of bureaucracy,
3. technological modernization, since digitalization combined with the integration of artificial intelligence tools will significantly improve the quality of services provided;
4. economic growth. A modern, accessible, functional and digital land registry is a key condition for attracting investment and economic development.

Minister of Digital Governance Dimitris Papastergiou emphasized that “Today’s bill gives further impetus to the largest IT project currently underway in the country, the Greek Land Registry, which will be completed in 2025, eliminating years of problems.

The digitization of millions of records and the integration of artificial intelligence tools will further enhance its development. There are no magic solutions, and nothing would have happened if this and the previous government under Prime Minister Kyriakos Mitsotakis had not made bold decisions over the past five years.

The goal is to create a modern digital land cadastre that will reduce bureaucracy and not cause inconvenience to citizens. At the same time, today we are introducing important measures for the next day of the digital state, such as mandatory registration of contact details in EMEP and the possibility of electronic circulation of government documents.

At a time when the number of digital services provided is growing exponentially, we need a state that has accurate data, increases the level of information security, provides citizens with access to important government documents, we need a digital and effective state for the benefit of all citizens.”

Deputy Minister responsible for the cadastre, Konstantinos Kiranakis, noted: “With the new bill on cadastre, we are completing a project that was three decades old, but in reality two centuries old. Thanks to the acceleration of the cadastral registration process, Greece will finally have a completed cadastre in 2025, ending the regime of uncertainty. Using artificial intelligence for faster and more secure legal control, we are creating a modern digital land registry that protects citizens' property, increases legal certainty and promotes economic growth. This bill is not just a legislative initiative, but an important investment in the future of our country and the completion of large-scale reform.”
