In Saudi Arabia? The second peace summit must take place before the US elections (video)


Experts and politicians agree that the Peace Summit in Switzerland was a success. Most likely, the second round of negotiations could take place in Saudi Arabia in a few months, but before the elections in the United States.

Brief results of the peace conference in Switzerland

On June 15-16 the first Global Peace Summitwhich was attended by 101 delegations from different countries and international organizations, including from Greece. Following the summit communiqué adopted, supported to date by 78 countries and 4 international organizations. Its main message is mutual respect for international laws and the UN Charter. The discussions were focused on three points out of 10 of Zelensky’s “peace formula”, since it was on these issues that the majority of participants agreed: this nuclear security, food security, return of prisoners of war, civilians and stolen children.

As noted by the Chairman of the Verkhovna Rada of Ukraine Committee on Foreign Policy and Interparliamentary Cooperation, Alexander Merezhko, The Global Peace Summit in Switzerland established a clear political and legal framework for the further peace process and established specific principles to guide further actions and decisions in the peace process:

“We are talking about a general consensus around at least three points of President Zelensky’s peace formula: nuclear security, food security, and the exchange and return of prisoners of war and children stolen by Russia.”

He emphasized that the principles developed at the summit found broad international support:

“This is a multilateral document, a peace plan, which is not one-sided and absurd, like the proposals of, for example, Putin. Therefore, we will take further steps based on this fundamental document, the final communiqué of the summit.”

What is known about the second peace summit

The second round of negotiations will take place in a few months, Ukrainian President Vladimir Zelensky said on June 18:

“In a state of war, we do not have time for long work. Moving towards peace means acting quickly. Preparation will take months, not years, so when the peace plan is ready and every step is worked out, the way will open for a second peace summit, and therefore for completion this war, to a just and lasting peace.”

The President noted that there are already countries willing to host the second summit:

“We have started negotiations with them. I am confident that the choice will have truly global significance.”

Experts predict that, most likely, the second round of the peace summit will take place in Saudi Arabia, it should be held before the US presidential elections (they will take place on November 5, 2024). Two weeks before the start of the Global Peace Summit in Switzerland, Bloomberg wrote that after the event EU wants to organize negotiations in Saudi Arabia on peace in Ukraine with the participation of Russia in the fall.

Earlier, our publication reported that the head of the Swiss Ministry of Foreign Affairs, Ignazio Cassis, said at a press conference following the summit that Switzerland wants to discuss the results of the peace conference with Russia, China and some countries that did not take part in it.

Zelensky, following the results of the peace summit, confirmed that the issue of holding the second Global Peace Summit in Saudi Arabia is being discussed. A Saudi Foreign Minister Prince Faisal bin Farhan Al Saud said the kingdom has good relations with both sides of the conflict and hopes for peace.

And although Switzerland has expressed its readiness to host the second Peace Summit, the head of the international security department of the country's Foreign Ministry, Gabriel Luchinger, said that the event will not take place in Europe. According to him, the most likely location for the summit is Saudi Arabia. Swiss Foreign Minister Ignazio Cassis stated this at a press conference following the results of the first World Summit in Bürgenstock, Ukrinform reports:

“Yes, I think it is quite possible that such a summit could take place before the next US elections. It depends on the will of the host states, the will of Ukraine and the will of the great powers.”

As political scientist Boris Tizenhausen notes, the next world summit could take place in about 4 months:

“Why four? On November 5, the US will hold presidential elections. If Trump replaces Biden, the course on Ukraine may change dramatically. And in general, Trump’s attitude towards the war is different, so it is important to hold some kind of real summit at which some then agreements. Or vice versa, they will not be reached.”

Regarding expectations from the second summit, international political scientist Anton Kuchukhidze notes that the countries at it finalize all preliminary agreements:

“Such a format, where world leaders from different regions are present, where the orientation towards the principles of the United Nations Charter is confirmed, has a chance of practical success in terms of still influencing the racist aggressive policy from a diplomatic point of view.”

Russian participation – is it possible?

Saudi Arabia, as a likely organizer of the second world summit, consistently advocates the presence of the Russian Federation in the negotiations. The Ukrainian authorities also do not exclude the possibility that its representatives will attend the event. First, the head of the OP Andriy Ermak noted that Ukraine and partners are looking for the possibility of inviting Russia to the second world summit if the general invitation plan is ready. Then Dmitry Kuleba, head of the Ukrainian Foreign Ministry, added that the next peace summit will be about ending the war, with the participation of both Ukraine and Russia, and emphasized:

“The idea is that the next summit will be the end of the war. And of course, we need the other side at the negotiating table. It is obvious that to end the war we need both sides. My, our job is to ensure that Ukraine is at its strongest at this time positions.”

Vladimir Zelensky: “Are you asking what will happen to the Russian Federation at the second summit? This will indicate that they want peace. Their presence there will indicate that they have decided to end the war. I don’t want to play with words: they decided or they were forced the world. Political scientist Oleg Sahakyan notes that the second peace summit should testify either to the readiness of the Russian Federation to end the war, or its absence:

Russia can participate in the second peace summit only if consensus positions are reached on all ten points, at least of the majority of the participants represented at the summit peace. Is the situation realistic? I am skeptical about this, as, by the way, about the fact that the Russian Federation will be ready for a diplomatic end to the war. Therefore, I would perceive the peace summit rather as a process-oriented mechanism designed to return at least part of the power to international law. , which failed the test of Russian aggression.”

The political scientist calls the Peace Summit a “diplomatic counter-offensive by Ukraine”:

“With the peace summit, Ukraine demonstrated that it, although not a member of the club of superpowers, is capable of organizing a summit that is unprecedented in its representativeness and actually becoming the voice of those countries that may find themselves in Ukraine’s place tomorrow.”
