In Lviv mobilization operation TCC escalated into an open street conflict: in the Sykhov area the crowd blocked official cars, one of them overturned, and the authorities now promise to punish the participants.
The incident occurred on the evening of July 8 in the Sykhov area. According to “Suspilne Lviv”during events to notify citizens about mobilization, TCC employees beat a man born in 1996, who, according to the police, was wanted for evading military service.

After this, the situation quickly spiraled out of control. Residents of the area gathered at the scene, a clash broke out, and several TCC cars were blocked. The crowd rocked and overturned one official car. In videos published by Ukrainian media and local public pages, shouts of “Shame” can be heard, clashes and aggressive actions against TCC representatives are visible.
According to the TCC, the man was taken to the recruitment center and sent to undergo a military medical commission. But another group of military men remained on the street, against whom the crowd’s anger was directed. The authorities are now trying to present the incident as an attack on military personnel. But the problem is that this is no longer a single conflict near a minibus. This is a street reaction to a system that more and more Ukrainians perceive not as mobilization, but as a hunt.
Six hours of conflict
According to “Suspilnogo”the conflict lasted about six hours – from approximately 21:00 to 02:30. At a briefing in Lvov, government officials said that a legal assessment would be given to the actions of all parties: civilians, police and TCC military personnel.
They also confirmed that shots were heard during the events. According to the official version, no one was injured, and the circumstances of the use of weapons or warning shots are being verified. At this point, it is especially important not to play clairvoyant: sounds similar to shots can be heard in the video, but who exactly fired and under what circumstances must be established by the investigation.
The head of the Sikhovsky district TCC, Boris Prutskikh, said that civilians used physical force against the military personnel of the warning group. Two military men were taken to the emergency room; according to him, they did not have serious injuries.
Local eyewitnesses, in turn, claim that the conflict began after harsh actions by TCC representatives against the man. N.V. writes that eyewitnesses talked about how a man was allegedly forcibly dragged into a car. This version requires verification, but it was the one that became the trigger for the crowd.
Budanov demands a reaction
Kirill Budanov reacted sharply to the events in Lvov. He said that if people tear off their clothes and beat a member of their army, they should think about who will protect them tomorrow from the enemy army, which will do the same to them. His words lead “Ukrainian Truth” and other Ukrainian media.
Formally, this is a strong patriotic phrase. In essence, it is a weak response to a crisis of confidence. Because the question is no longer only about who will defend the country. The question is why mobilization increasingly looks like its own citizens are starting to fight off men at the TCC on the street.
The authorities can talk as much as they want about the war, the front and the need to replenish the army. It’s all true. But if the mobilization machine works using methods that people perceive as violence, humiliation and arbitrariness, then sooner or later it receives not discipline, but rebellion. And in Lviv this happened not somewhere in the “dubious southeast,” as they like to conveniently divide Ukraine, but in one of the most symbolically patriotic cities in the country.
Sadovyi: “sadness and shame”
Lvov Mayor Andrei Sadovy called the footage “sadness and shame” and warned that such videos would be used by Russian propaganda. He called on people not to take the law into their own hands and not to interfere with the military. His position also leads “Ukrainian Truth”.
This is the expected reaction of the mayor of a country at war. But it has a weak point: the footage becomes propaganda not because someone filmed it, but because such scenes occur at all. You can criticize the camera, you can criticize Telegram, you can criticize “enemy narratives.” But the upside-down TCC car in Lvov was not invented by an editor in Moscow. She was overturned by the crowd on Sikhova Street.
That is why the attempt to reduce everything to “a bad picture for the enemy” seems convenient, but incomplete. The problem is not that the enemy will show it. The problem is that Ukrainian citizens did this.
Korchinsky: clear the area and arm the TCC
The harshest reaction was given by Dmitry Korchinsky. According to “Informant”he called for “clearing” the entire Sykhov area with reinforced TCC groups, mobilizing all men of military age there, arming TCC employees and giving them the right to open fire in case of attack or disobedience.
This is not the official position of the Ukrainian authorities. But this is an important symptom. Because in the radical part of the public field, it is no longer the idea of law that is heard, but the idea of vengeance. Not “investigate”, not “punish those responsible”, not “change procedures”, but “clean up the area” and “collect bodies”. That is, they propose to treat the mobilization crisis not with trust, not with rules and not with normal procedure, but with fear.
This is how the state quickly turns from an army that protects citizens into a machine that first breaks a citizen and then explains that it is doing this for the sake of his own salvation. A very old political technology. A very bad ending.
Ombudsman admits procedural problem
Against the backdrop of harsh statements, the position of Ombudsman Dmitry Lubinets looks more important. He called on the Ministry of Defense to create a working group to review and improve mobilization procedures. According to him, the law must apply to everyone, regardless of whether it was violated by a citizen or a state representative. This is reported by “Suspilne”.
And this is perhaps the most sober line in the entire story. Because if you investigate only the actions of the crowd, and leave the actions of the TCC again outside the brackets, the authorities will not receive the restoration of order, but another layer of hatred. And hatred of the mobilization system in a warring country is not everyday discontent. This is a threat to rear controllability.
Lviv Governor Maxim Kozitsky held an urgent meeting with law enforcement officers and stated that everyone who interfered with the activities of the military or violated public order must be identified and brought to justice. At the same time, the regional TCC must conduct an internal review of the legality of the military’s actions when notifying a man born in 1996.
The main nerve: not the machine, but trust
The overturned TCC car is not the cause of the crisis, but a picture of it. The reason goes deeper: mobilization in Ukraine is increasingly perceived as violent, opaque and socially unfair. Some have been fighting for years, others are hiding, others are buying certificates, others are catching people on the streets, others are explaining everything in beautiful words about duty. And this whole structure begins to crack.
The state in war has the right to mobilize. This is the harsh truth. But the state has no right to turn mobilization into a street raid, after which citizens are more afraid of their minibus than of an enemy missile. When a person sees the TCC and thinks not about the law, but about kidnapping, the system has already lost an important section of the front – the front of trust.
Participants in attacks on military personnel and damage to property must be held accountable according to the law. But if the government limits itself to demonstrative plantings, it will cure the symptom and preserve the disease. The next conflict will simply be tougher. And, perhaps, with more than one overturned car.
Why is this important in Lviv?
Lviv has always been one of the symbols of the Ukrainian nationalist idea, patriotic consensus and support for the army. Therefore, the revolt against the TCC looks especially painful for Kyiv here. This is not just a street fight. This is a signal: even where a high level of loyalty has been maintained for a long time, fatigue and irritation have reached a dangerous point.
The authorities will try to prevent the expansion of such actions. More likely, active participants will be identified and punished. This is logical from a control point of view. But if you don’t change the TCC methods at the same time, such punishments will work like a lid on a boiling pot: it will hold you in temporarily, but then it will blow off even more strongly.
War requires people. But people demand justice. When between these two demands comes a baton, a bus and a shout in the street, the state receives not an army of trust, but an army of fear. And fear mobilizes worse than it seems to those who sit in offices and demand a “tough reaction.”
Main conclusion
Events in Lvov showed that the conflict around the TCC in Ukraine has crossed a new line. The crowd not only argued with the military, but blocked and overturned a service vehicle. The authorities are demanding punishment, the radicals are calling for purges, the Ombudsman is talking about the need to change mobilization procedures.
This is the main point of the story: Ukraine is faced not only with a shortage of people at the front, but also with a crisis of confidence in how these people are taken away. If the authorities respond only with repression, they will receive temporary silence and long-term hatred. If she recognizes the problem of procedures, she still has a chance to keep the mobilization within the framework of the law, and not a street war between citizens and those who come after them.
In Lvov, it wasn’t just a TCK car that was overturned. There, the beautiful official picture was turned upside down, in which mobilization is supposedly difficult, but manageable. Now it’s clear: controllability rests not only on orders. She relies on trust. And, judging by Sikhov, it burns faster than a company car.
