Türkiye prepares to unveil new joint headquarters Ay Yıldız — “Crescent and Star” – as a symbol of a more centralized and technologically advanced military system.
The huge complex in Ankara should accommodate Ministry of National Defence, General Staff and Army, Navy and Air Force Commands.

The Turkish press is already comparing the complex to its own “Pentagon”. The comparison is conditional, but understandable: Ankara is trying to assemble key military command bodies under one roofto speed up coordination, information sharing and decision making in crisis situations.
The Turkish Ministry of National Defense stated back in 2021 that the Ay Yıldız project should unite disparate headquarters structures, many of which were located in old buildings and in different parts of the city. The start of construction was given August 30, 2021 with the participation of Recep Tayyip Erdogan. This was reported Turkish Ministry of Defense.
What is Ay Yıldız
The name of the complex refers to crescent and star on the Turkish flag. This symbol is also embedded in the architectural concept of the object: individual parts of the complex form shapes reminiscent of a crescent and a star.
According to Turkish state media, Ay Yıldız is being created as single center for strategic management. The political leadership of the defense, the General Staff and the headquarters of the main branches of the armed forces should work in it. This should reduce dependence on disparate departmental buildings and make collaborative planning faster.
Turkish authorities emphasize that the complex will be equipped with modern communication, cyber defense, control and security systems. At the same time, some of the technical characteristics are naturally not disclosed: the military loves transparency until it comes to cables, bunkers and communication channels.
The NATO summit will not take place inside the new headquarters
Initial messages often give the impression that the NATO summit itself on July 7–8 will be held in Ay Yıldız. This is not accurate.
Official venue of the summit – Beshtepe presidential complex in Ankara. This is confirmed NATO and published by the alliance media announcement.
However, Ay Yıldız will become part of the accompanying program: it is planned to hold reception for defense ministers and senior NATO officials. According to TRT Haberthey want to hold the event in the part of the complex designated as “Star”.
Why does Türkiye place such emphasis on this?
Ay Yıldız is not just a new administrative address for generals and officials. Türkiye is using the project as part of a broader policy: to show that the country wants to be not only a geographically important member of NATO, but also an independent military and industrial center of power.

Ankara is increasingly promoting its own defense industry: drones, missiles, armored vehicles, ships, electronic warfare and air defense systems. The new headquarters should emphasize that Türkiye is relying not only on weapons, but also on the ability to coordinate large interservice operations.
Against the backdrop of the NATO summit, this demonstration is especially beneficial for Ankara. Allies discuss rising defense spending, munitions production, support for Ukraine, Black Sea security and a new deterrence architecture. Türkiye hopes to show that its military capabilities can be useful to the alliance, and not be perceived only as a source of constant political disputes.
Protection against cyber threats, missiles and CBRN risks
Turkish sources state that the complex was designed taking into account cyber threats, ballistic risks and threats of a chemical, biological, radiological and nuclear nature. In international terminology this is denoted by the abbreviation CBRN.
Also in the Turkish information field Ay Yıldız is associated with the concept Steel Domeor “Steel Dome,” by which Ankara means a multi-level system of protection against air, missile and unmanned threats. But the Turkish authorities did not publicly disclose the exact role of the complex in this system.
It is more correct to say that Ay Yıldız should be protected command nodeand not present it as a ready-made center capable of independently repelling any threats. For military installations, beautiful renderings usually appear before full operational statistics.
What is known about the readiness of the complex
The project has been developing for several years. In July 2025, the Turkish Ministry of Defense reported the continuation of work at the Ay Yıldız site, and in the summer of 2026, Turkish media reported that the complex was ready to host the first major official event within the framework of the NATO summit.
Agency Anadolu writes that the complex will unite the leadership of the armed forces and will become a platform for receiving defense ministers and high-ranking representatives of the alliance arriving in Ankara.
Main
Ay Yıldız is the future joint military headquarters of Turkey, and not the site of the NATO summit itself. The forum itself on July 7–8 will be held in the Beştepe presidential complex, but the new headquarters will be used to receive guests and demonstrate Ankara’s military ambitions.
Türkiye wants to show its allies that its army is becoming more centralized, technologically advanced and ready for cross-service operations. For Erdogan, this is also a political symbol: the country is building not just a new headquarters, but an infrastructural confirmation of the idea of the “century of Turkey” and its claims to a large role in regional and NATO security.
