Since July 1, Russia has temporarily stopped traffic after several railway checkpoints on the border with Finland, Estonia and Latvia. The decision caused a wave of rumors about a possible new mobilization, however there is no official confirmation of the preparation of a mass conscription.
The Russian government ordered the suspension of work seven railway border crossings: five are located on the border with Finland, another one each on the border with Estonia and Latvia. The movement of people, vehicles and goods through them has been temporarily stopped. According to The Moscow Timesthe published order does not specify the reasons for the restrictions or their duration.
This is not about completely closing the border.
It is important to clarify: the decision concerns railway checkpointsand not all land borders of Russia with EU. The Russian authorities did not announce a complete ban on the departure of citizens, the closure of road crossings, or the introduction of a special border regime.

Where did the rumors about mobilization come from?
After the publication of the order, versions began to spread on social networks that Russia was allegedly preparing for a new large-scale mobilization and was trying to limit the possible departure of men in advance.
One of the sources of rumors was the post of former Estonian President Toomas Hendrik Ilves, who wrote that Russia is allegedly asking Kazakhstan, Georgia and Azerbaijan to close their borders with the Russian Federation. The publication is available in his account in X.
However official statements from Moscow, Astana, Tbilisi or BakuThere are no documents confirming such requirements at the time of publication. Therefore, this information cannot be considered an established fact.
Armenia was indicated incorrectly in the original version
In some publications, Armenia appeared instead of Georgia. This is the error: Armenia does not have a common border with Russiaso the request to “close the border with the Russian Federation” addressed to her has no practical meaning.
Armenia borders Georgia, Azerbaijan, Iran and Turkey. Issues of its borders with Russia can only concern air traffic, transit routes or the presence of Russian border guards at certain Armenian borders, but not the direct Russian-Armenian border crossing.
Why does Azerbaijan also not fit into the version?
The situation with Azerbaijan also does not automatically confirm the rumors. Azerbaijan has maintained restrictions on entry across the land border in recent years, including from Russia. According to Russia Beyond Travelland entry into Azerbaijan from the Russian Federation remained closed, although exit from Azerbaijan to Russia through certain points could be possible.
Therefore, it would be wrong to present the possible continuation of Baku’s restrictions as a sudden “closure of the border at the request of Moscow.”
New mobilization: there are rumors, but no solution
The topic of new mobilization in Russia is indeed being discussed by independent media. June edition “New newspaper Europe” with reference to investigations by “Vestka” and “Important Stories”, it was reported that the Kremlin may be considering a new wave of conscription after the September elections to the State Duma.
According to these data, a possible new conscription may be discussed due to problems with the recruitment of contract soldiers and the army’s need for replenishment. But this not official plan and not confirmation that a decision has already been made.
Elections to the State Duma of Russia are scheduled for September 18–20, 2026. Information about the timing and format of voting was published by the analytical center NEST Center.
What does closing transitions mean?
Without an official explanation, we can only talk about the reasons as versions. Possible explanations include:
- security and increased control against the backdrop of war and threats of sabotage;
- logistics change and the decline in importance of individual rail routes;
- preparation of infrastructure or administrative reorganization of the work of border crossings;
- political signal in relations with the EU and the Baltic countries;
- a possible attempt to restrict the departure of citizens in the future if mobilization is announced, but there is no direct evidence of this yet.
What is known for sure
At the moment, only one thing has been confirmed: Russia has temporarily stopped traffic through a number of railway checkpoints on the border with Finland, Estonia and Latvia.
Not confirmedthat Moscow demands that Kazakhstan, Georgia or Azerbaijan close their borders; that an immediate general mobilization is being prepared; or that restrictions on railway crossings are directly related to preparations for an offensive in Ukraine.
History shows how quickly a technical decision about border crossings can turn into a geopolitical rumor. While the Kremlin has not explained the reasons for its order, talk of “closing the country before mobilization” remains an assumption, not an established fact.
