Greek authorities uncovered new schemes for theft of agricultural subsidies OPECPEPE: suitcases with cash, golden liras, fictitious leases and hundreds of defendants.
Greece scandal over agricultural subsidies rocks again Illustration Προσανατολισμού και Εγγυήσεων (ΟΠΕΚΕΠΕ, Organization of payments and control of public agricultural subsidies). Police operations in northern Greece and Crete reveal schemes that for years allowed millions of euros of European and national funds to be siphoned off through fictitious statements, straw men and weak checks.
Particular attention was drawn to photographs published by Greek media of the seized money: suitcases with cash, stacks of banknotes wrapped in foil, and gold lyres. The picture turned out almost cinematic, only without artistic fiction: the money, according to investigators, was part of the proceeds from illegally receiving agricultural subsidies.
According to the investigation, an organized group in northern Greece operated during the period 2019–2026 and received illegal benefits amounting to more than 4.5 million euros. Involved in the case 317 accusedof which, according to publications, 302 managed to receive illegal payments. During the operation May 26, 2026 were detained 17 people V Thessaloniki, Serres, Kilkis, Athens And Kavale.
How the scheme worked
According to investigators, participants in the scheme found agricultural plots, registered fictitious owners and tenants, and then submitted applications for subsidies. To give the documents the appearance of legitimacy, a variety of “confirmations” were uploaded into the electronic system: blank pages, unsigned lease agreements, extraneous documents, and even papers that were not related to agriculture.
In some cases, lease agreements have reportedly been discovered that were allegedly signed after the death of the landlord. Some documents were accompanied by confirmation of the authenticity of the signature. If this is confirmed in court, then we are no longer faced with just fraud, but almost bureaucratic necromancy: the dead, it turns out, could also “rent out” land for subsidies.
The investigation believes that the participants in the scheme knew well the weaknesses of the system ΟΠΕΚΕΠΕ. They understood that inspections were often carried out randomly or after a specific complaint, and therefore were able to use “windows” in control for years. After 2022, according to the investigation, the scheme began to increasingly use its own bank accounts to directly receive funds.
What was found during searches
During operations in the Northern Greek case, they were seized 303 thousand euros in cashsome of which were in suitcases and were wrapped in foil. Were also discovered 18 gold lire, 12 cars, 5 tractorsas well as property and safe deposit boxes, which, according to investigators, may be associated with money laundering.
According to Greek media, illegal proceeds could be invested in real estate, cars, taxis, agricultural machinery and even electronic gambling. That is, subsidies intended to support agriculture ended up turning into personal capital, equipment and suitcases with cash. An excellent agricultural policy, except for the fact that there was less and less agricultural left in it.
Cretan scheme: another OPECPE case
Almost simultaneously, another major scheme surfaced, this time on Crete. According to the investigation, two accountants, called the organizers, exploited gaps in the system and collaborated with Κέντρα Υποδοχής Δηλώσεων (ΚΥD, declaration acceptance centers) and involved dummies to submit fictitious applications for subsidies.
They were detained in this case 22 peopleand the total circle of persons involved, according to publications, reaches 138 people. The illegal benefit is estimated at approximately 2.7–3 million euros. During the searches, vehicles, animals, weapons, cash, digital files, forged documents and handwritten notes were seized. The bank accounts of a number of detainees were also frozen for an amount exceeding 355 thousand euros.
The scheme, according to investigators, was similar: through access to cartographic and administrative data, “vacant” or unused plots were found, then fictitious lease agreements were drawn up and false applications for assistance were submitted en masse.
The issue is no longer only criminal, but also political
The main question in this story is not just who exactly filed the false claims and who received the money. The question is how such schemes could work for years, starting with 2019and why the control system could not stop them earlier.
It is impossible to directly state about political cover without court decisions. But the fact remains that if organized groups have been siphoning millions of euros out of the agricultural subsidy system for years, then state control either did not work or worked so weakly that it became part of the problem. And this is a question not only for the performers, but also for those who were responsible for supervision, digital checks and management ΟΠΕКΕΠΕ.
