ΟΠΕΚΕΠΕ: how they “increased” subsidies by 3 million euros in Crete

On Crete a scheme for illegally obtaining agricultural subsidies for almost 3 million euros. According to police, two accountants and a network played a key role KΥΔ.

Greek Police revealed new details of the case of illegal subsidies ΟΠΕΚΕΠΕ on Crete. According to the investigation, the criminal organization received at least 2,733,995 euros illegal benefits, not counting the yet unpaid subsidies for 2025.

Briefly about the main thing

  • Detained in the case 22 peoplethe materials are compiled in relation to 116 persons involved.
  • The illegal benefit of the scheme is estimated to be at least 2.73 million euros.
  • Bank accounts blocked 18 detainees for an amount more than 355 thousand euros.
  • According to police, the leaders of the scheme were two accountants.
  • The scheme used 6 KΥD — centers for accepting declarations.

The case concerns the illegal receipt of agricultural subsidies through ΟΠΕΚΕΠΕ — Illustration Προσανατολισμού και Εγγυήσεων (Organization of payments and control of public orientation subsidies and guarantees). To put it simply: the structure through which payments of agricultural subsidies, including from European funds, pass.

According to ΕΛ.ΑΣthe organizers used access to the cartographic database ΟΠΕΚΕΠΕ through collaborating Kέντρα Υποδοχής Δηλώσεων (KΥD, declaration acceptance centers). This is how they found “free” plots suitable for subsidization that were not declared by the real owners.

How the scheme worked

preview

The scheme was quite simple and therefore especially brazen. Plots that did not actually belong to the right people and were not used by them were registered in the names of dummies. For this purpose, fictitious lease agreements between supposed landlords and tenants.

False applications were then submitted through the system Ε.Α.Ε./Ο.Σ.Δ.Ε.after which rights to receive agricultural subsidies were issued. The money came from funds European Union and the Greek state. That is, on paper there were plots, leases, applicants and grounds for payments. In reality, according to the police, this was all part of an organized scheme.

The funds received, according to the investigation, were sent to members of the organization, including to cover expenses associated with the continuation of criminal activities. Translated from bureaucratic to human: part of the money was used to ensure that the scheme could continue to work. A very economic approach, if you forget that we are talking about subsidy fraud.

Who was responsible for what

Group Role in the scheme
2 accountants According to the police, they had a leadership role, coordinated the structure, distributed roles and directed the creation of fictitious lease agreements.
6 representatives of KΥD Provided access to map data, found “vacant” areas and provided technical support for filing false claims.
17 landlords They transferred personal data and access codes so that they could fictitiously register land that they did not actually own.
71 tenants/subsidy recipients They appeared as plot tenants, submitted false applications and received unjustified payments.
Other participants Helped with documents, banking transactions, financial data and concealment of illegal income.

According to the police, among those detained are deputy mayor of one of the districts of Cretewho was said to be the person in charge of one of the KΥD and refers to the main accused. This is where the story finally goes beyond the scope of “smart accountants” and moves into the familiar Greek zone, where local authorities, documents and money EU for some reason they end up at the same table too often.

Bank accounts are currently blocked 18 detaineeson which there are more 355 thousand euros. This is only part of the financial footprint. The investigation continues to study documents, digital data and the movement of funds.

Editorial comment

History of subsidies ΟΠΕΚΕΠΕ looks like in Crete not like a random scambut as part of a much broader malaise in the system. Accountants, KΥDfictitious leases, fake applicants and European money – all this could work for years only where control either did not see the obvious or too conveniently looked the other way.

The answer, as they say, is an open secret. Scandal around ΟΠΕΚΕΠΕ has long gone beyond “smart farmers” and local schemes. It came to this European Prosecutor’s Office, parliamentary investigations, resignations of government officials and questions to representatives of the ruling party. When at the request of European prosecutors it is necessary to lift immunity from deputiesthis is no longer just a database glitch, but a political problem.

That is why the question should be addressed not only to those detained in Crete. Who turned a blind eye to the system for years? Who benefited politically from the distribution of subsidies? Why did the mechanism through which European money passed allow fictitious plots to be converted into real payments? Without answers to these questions, any new detention will look like fighting with branches while the roots of the system remain in the ground.

For Greece this story is especially dangerous. Not because one Cretan episode in itself decides the fate of the government, but because the whole scandal ΟΠΕΚΕΠΕ shows vulnerability of power before European Public Prosecutor’s Office. When Brussels and European prosecutors hold such materials in their hands, the political independence of the government inevitably becomes more conditional. And this is already much more serious than another scheme with “rented” fields on paper.
