Chapter European Public Prosecutor’s Office (EPPO) Laura Kovesi sent a letter to European Commission with harsh criticism of the latest decisions of Athens.
The wording is dry, but the meaning is unpleasant for the government Kyriakos Mitsotakis: V Greece obstacles are created for the independent and effective work of European prosecutors.
Official statement EPPO published on the website of the European Prosecutor’s Office. It states that recent legislative changes and court decisions in Greece have “negative consequences” for work EPPO in the country.
The first point of complaint is a hasty amendment to Greek Code of Criminal Procedurewhich introduces a special procedure for serious crimes committed by deputies. According to Kovesisuch a scheme may weaken the ability European Prosecutor’s Office investigate and prosecute crimes within its competence in Greece.
The second point is refusal. Ανώτατο Δικαστικό Συμβούλιο (Higher Judicial Council of Greece) accept the full force of the decision EPPO from November 12, 2025 on the extension of the mandate of three European delegated prosecutors for 5 years. The Greek Council, as reported by the media, extended their powers only for 2 years. That is, Brussels says one thing, Athens does its own. Old Balkan magic: there is a document, but the meaning has disappeared somewhere.
This is no longer an internal quarrel
Kovesi notified European Commissionthat these actions raise serious doubts about the compliance of the Greek authorities with the duty of good faith cooperation in Article 4(3) of the Treaty on European Union. And this is no longer a parliamentary squabble or another Greek scandal for one evening.
We are talking about the work of a body that investigates crimes against financial interests. EU: European funds fraud, corruption, money laundering and large schemes with VAT. That is why this conflict is especially dangerous for Athens: it concerns not abstract morality, but European money and control over it.
Greek media, including SKAI And Protothemaemphasize that the letter followed previous requests Kovesi to the Minister of Justice Giorgos Floridis. The minister assured that the amendments do not affect the case EPPO. But, judging by the reaction of the European Prosecutor’s Office, this confidence was not shared in Luxembourg.
Megaro Maxim receives European signal
For government Mitsotakis this is bad news. The opposition can be accused of populism, journalists of bias, citizens of a lack of understanding of the reforms. But when European prosecutor’s office officially writes to European Commissionthat her work in Greece is under attack, the usual formula “everything is under control” is starting to sound funny.
The problem is that Athens has acted for too long as if European institutions are a decoration for domestic politics. But EPPO not a Greek parliamentary commission that can be drowned by procedure, amendment or correct vote. This is the body that looks at where European money goes. And there, as Greek practice shows, it is almost never boring.
Editorial comment
Letter Kovesi – This is not just legal correspondence. This is a signal: Brussels And Luxembourg they are beginning to see the problem not in a separate scandal, but in the very architecture of Greek power. Where investigations concern political persons and European funds, the system suddenly begins to produce amendments, special procedures and convenient solutions.
This is what makes the situation dangerous for Megaro Maxim. While scandals are brewing inside Greece, they can be extinguished by rhetoric, television channels and parliamentary arithmetic. But when it comes into play EPPOthe conversation is changing: now questions are asked not only by voters, but by European structures that control the budget EU.
If the government Mitsotakis indeed decided that European investigations could be integrated into the Greek system of managed responsibility, it greatly overestimated its capabilities. You can play with stability within the country for a long time. But with European money the game becomes different: they sometimes ask where it went and who is stopping them from finding out.
