Merz offered Ukraine EU membership without a vote

Friedrich Merz suggested for Ukraine intermediate format of participation in EU: Closer to Brussels, but without voting rights yet.

German Chancellor Friedrich Merz proposed to discuss for Ukraine format “associate membership” V European Union. This is not about replacing negotiations on full accession, but about an intermediate model that would allow Kyiv to quickly integrate into European institutions, but without the full set of rights of a member state.

According to Reuters with reference to a letter in possession of AFPMerz proposes to grant Ukraine the status associate member of the EU for the period while the long process of full accession continues.

According to this scheme Ukraine could participate in leadership meetings EU and meetings of the Council of European Union countries, however without voting rights. The possibility of Ukrainian representation in European Commission And European Parliamentbut also without a casting vote. In other words, Kyiv is offered a seat at the table, but so far without access to the buttons that control this table. Europe, as usual, invented the political equivalent of a guest account.

Separately, the proposal states that the budget EU should not automatically and immediately fully apply to Ukraine. Financial connection, according to Berlin’s plan, could occur gradually, as accession negotiations progress and the necessary conditions are met.

Key points:

  • Participation and voting rights at meetings of the Council of the European Union and the European Council, as well as participation without voting rights in the European Commission and the European Parliament.
  • Phased inclusion in the EU budget.
  • Application of Article 42.7 (EU Defense and Mutual Assistance Article) to provide Ukraine with broad security guarantees.
  • A seat on the Court of Justice of the European Union as an “Assistant Rapporteur” (something like a junior judicial post).
  • A reduction in status is envisaged if Ukraine rolls back in the negotiation process or deviates from the “fundamental values of the EU.”

The main part is safety

The most important element of the initiative is not about money or a symbolic presence in European halls, but security. Merz proposes to bring Ukraine as close as possible to a common foreign and defense policy EUincluding a political commitment to apply mutual assistance provisions to Ukraine in the event of an armed attack.

According to the chancellor, such a model could become a form for Kyiv security guarantees. Moreover, it would not have retroactive force, that is, it would not automatically apply to an already ongoing war. This is an important caveat: Berlin is effectively offering Ukraine a political umbrella for the future, but not directly dragging the European Union into the current conflict.

Merz’s proposal reflects a broader problem within EU: Ukraine has received candidate status and is negotiating accession, but its rapid full membership remains an extremely difficult scenario. The reasons are obvious: war, the scale of future budget obligations, the agricultural market, labor migration, anti-corruption requirements and the reluctance of some EU countries to open their doors too quickly.

That’s why “associate membership” looks like an attempt to find a political middle ground: give Ukraine more than candidate status, but less than full membership. For Kyiv, this could be a step towards closer integration with Europe. For Brussels, this is a way to show support without blowing up the internal balance of the European Union.

However, this scheme also has a weak point. If the intermediate status drags on for years, it may turn not into a bridge to full accession, but into a convenient European parking lot: Ukraine is nearby, Ukraine is participating, Ukraine is listening, but decisions are still made by others.
